TITLE: Assistant Superintendent for Human Resources
STATUS/FLSA: Full-time / Exempt
PAY SCHEDULE/GROUP: DISTRICT LEVEL /GROUP 13
DIRECT REPORTS: Full-time: (7); Part-time ( )
SUPERVISOR: Superintendent
TERMS OF EMPLOYMENT: 240 Days. Salary is determined by the schedule set by the Board.
EVALUATION: The performance of this job will be evaluated annually by the Superintendent.
GENERAL DESCRIPTION: The purpose of this classification is to provide leadership for the District in attracting and retaining high-quality personnel and ensuring that the Office of Human Resources operates as a service to all individuals.
ESSENTIAL DUTIES:
- Serve in an advisory capacity for administrators regarding personnel issues.
- Serve as the representative of the District in matters regarding EEOC, Workers’ Compensation, and SC Employment Security Commission.
- Assume responsibility for the recruitment and screening of prospective employees.
- Confer with the District's attorneys on legal issues.
- Develop and revise personnel policies for presentation to the Board of Trustees.
- Recommend personnel to the Board for their approval.
- Stay abreast of changes in certification legislation and inform employees of the changes.
- Coordinate the termination and dismissal of District employees.
- Administer and distribute employment contracts for certified and administrative staff.
- Assist in the preparation of the District's budget.
- Serve as Title IX Director for the District.
- Ensure compliance with the Fair Labor Standards Act.

ADDITIONAL DUTIES:
- Coordinate the Sick Leave Bank for the District.
- Coordinate the random alcohol and drug -screening program.
- Stay abreast and keep personnel informed of legislation such as the Affordable Care Act; and Oversee Family Medical Leave Act communication and transactions.
- Ensure completion of documentation for athletic supplements.
- Coordinate the employee transfer process; ensure vacancies are posted.
- Coordinate the employee evaluation program.
- Implement the Reduction in Force policy as required.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of school district operations, services, and policies; Ability to communicate effectively orally and in writing; Ability to present to groups; Knowledge of basic technology; Knowledge of Family Medical Leave Act, Fair Labor Standards Act, Title IX, Worker's Compensation, and Cobra Laws; Knowledge of district financial procedures and regulations; Knowledge of the Family Privacy Act.
TOOLS AND EQUIPMENT USAGE: Use computers for word processing, spreadsheets, PowerPoint presentations, or custom applications.
EDUCATION: Completion of a Master's degree from an accredited college or university is required. Degree in Education preferred.
EXPERIENCE: 5 years of successful experience in teaching and school administration. Education may be substituted for experience.
LICENSES, AND CERTIFICATIONS:
REQUIRED: Valid certification as a public school administrator.
PREFERRED: Superintendent License
