POSITION: Director of Health Services
QUALIFICATIONS: A Registered Nurse (RN) degree is required, along with a current, valid, and unrestricted South Carolina Registered Nurse license. Candidates must have at least five years of professional experience in public health nursing, community health nursing, school health nursing, or pediatric nursing. Exceptional planning, organizational, and communication skills are essential, as well as proven leadership capabilities to design, implement, and manage district-wide nursing services effectively. Current certification in CPR/AED and First Aid is mandatory.
REPORTS TO: Chief Administrative Officer
GENERAL SUMMARY:
This role provides leadership and coordination of a comprehensive health services program for Spartanburg District Five, encompassing school nursing, health, and athletic training services. Reporting to the Chief Administrative Officer, the position involves supervising health staff, collaborating with stakeholders, shaping nursing policies, evaluating program effectiveness, and ensuring compliance with regulations. It requires strategic leadership, organizational excellence, and a commitment to student health and well-being.
PERFORMANCE RESPONSIBILITIES:
- Addresses system wide health service issues that affect the entire school population. The Supervisor follows School District Five of Spartanburg County school health policies and procedures.
- Provides direct supervision for the nursing staff assigned to all schools.
- Assures that school health services and activities are appropriately documented according to professional school nurse standards.
- Serves as the health care consultant for school personnel, students and their parents/families.
- Provides professional health leadership to administrators and school staff.
- Develops and provides training and monitors staff that provide health services, the administration of medication to students, and other health related mandated activities.
- Directs, monitors, and evaluates aides, assistants, volunteers, LPNs, unlicensed and/or licensed personnel assigned to the school health program.
- Coordinates and participates in the establishment, review and implementation of school health services, policies, and procedures.
- Implements communicable disease control in the school, including monitoring, surveillance and participating in disease prevention and outbreak management within the school.
- Participates in the development of the school’s emergency health and crises plans.
- Works with school nurses to ensure a clear understanding of the district’s health procedures and guidelines, rules, laws, and regulations of the state as they affect services to students in the health room.
- Assists in the process for interviewing and hiring school nurses and substitute nurses. Provides orientation and on-going support for school nurses.
- Visits schools as needed to provide supervision and support for health services.
- Develops schedules and monitors attendance of all school nurses. Assists in evaluation process for school nurses.
- Supervises, participates in, and ensures the writing and implementation of Individual Healthcare Plans (IHP’s), as appropriate.
- Provides direct school-based nursing services as an on-call school nurse when the assigned nurse or floater nurse is absent.
- Serves as administrator of the PCG documentation program for nurses.
- Provides leadership and services for the implementation of OSHA standards.
- Participates in developing or revising district health policies and procedures.
- Compiles annual Health Services Report from school health data for local and state review and use.
- Serves as a liaison between school, community, public and private health agencies.
- Conducts monthly group meetings with all school nurses to address pertinent issues.
- Serves on advisory boards and participates in community groups associated with the health and welfare of students.
- Supervises the implementation of all health-related grants funded for the schools in the District.
- Serves on the District Crisis/Safety Team to coordinate medical services.
- Provides and coordinates staff development programs for school nurses.
- Seeks legal and professional medical advice when needed.
- Consults with 504 and IEP teams regarding students with special health needs. Participates in 504 and IEP meetings as needed.
- Works with the Medicaid clerk on issues regarding Title V nursing.
- Works with school chairpersons and related service providers to follow-up on referrals and evaluation reports regarding medical conditions.
- Works in conjunction with the Science Coordinator to ensure appropriate health and sex education instruction.
- Serves as a member of the Comprehensive Health Advisory Committee.
- Coordinates and pre-approves medical homebound.
- Coordinates workers' compensation appointments and ensures timely notification of claims to the insurance provider.
- Performs other duties as directed.
WORKING CONDITIONS:
Office environment with no exposure to environmental conditions. Physical demands are restricted to general office activities requiring movement/lifting items weighing up to ten pounds. Routine local travel required; occasional overnight travel required. Requires ability to work under a degree of stress related to duties that require considerable attention and meeting deadlines. Duties of the job require frequent use of a computer monitor and related equipment.
