What are the responsibilities and job description for the Human Resources Manager position at District?
SUMMARY: Under general supervision, oversees the employment of administrative, certificated, classified, and substitute staff for the District, to include recruitment, selection, orientation, training, assignment, transfer, promotion and termination of all District personnel.
PRIMARY DUTIES AND RESPONSIBILITIES:

- Serves as an ambassador for schools and District at all times.
- Assists in determining staffing needs of the District in cooperation with all principals, classified administrators, and central office administrators.
- Provides technical and procedural guidance to administrators and staff in the development implementation, and/or interpretation of District personnel policies, procedures and programs. Reviews and revises department procedures as needed.
- Oversees the resolution of the employee issue in compliance with employment laws and District policies and in collaboration with Superintendent, administrators and legal counsel regarding employee issues.
- Coordinates the substitute program and student teacher placement.
- Coordinates an evaluation and employee recognition program for all personnel.
- Administers employee benefit programs, including but not limited to, medical, dental, life, retirement, disability, vision, supplemental retirement, etc.
- Supervises maintenance of all personnel records. Directs preparation of federal, state, and local reports.
- Ensures accurate and timely preparation of all personnel action requests.
- Maintains administrative, certificated and classified job descriptions. Coordinates job reclassifications, as needed.
- Directs District’s compliance with the local, state and federal labor regulations.
- Maintains and monitors industrial injury records, worker’s compensation program and unemployment insurance claims.
- Serves as liaison between District and outside institutions which relate to personnel.
- Responds to requests from general public for information related to personnel matters.
- Completes other related tasks, as assigned and required.
MINIMUM QUALIFICATIONS:
Education and Experience:
- Bachelor’s Degree in Human Resources, or related field; AND four (4) years of experience in personnel management; OR an equivalent combination of education, training, and experience.
Required Knowledge of:
- Department of Labor Rules and Regulations.
- State and Federal laws, regulations, and requirements pertaining to personnel and employment.
- Principles and procedures of recordkeeping, reporting and retention.
- Principles, practices and procedures for personnel management and administration.
- Principles and practices of effective project management, leadership, supervision and training.
- Telephone etiquette.
- Practices and methods involved in providing quality customer service.
- District, School Board and Department policies and procedures.
Required Skills in:
- Establishing and maintaining cooperative working relationships with coworkers and other individuals in contact during the course of work; communicating clearly and concisely.
- Competent in utilizing standard software systems including but not limited to Microsoft Office, Excel, and HR Software.
- Visions experience desired.
- Assessing, prioritizing and completing multiple tasks and demands simultaneously.
Physical Demands/Work Environment:
- Work is performed in a standard office environment.
- Ability to travel and represent the District
Salary : $61,800 - $89,505
