About the Organization :

The Division of Occupational Licensure (DOL), an agency within the Office of Consumer Affairs and Business Regulation (OCABR), protects consumers by ensuring that the professionals they hire comply with state licensing laws. DOL oversees 26 boards of registration, which license and regulate more than 500,000 individuals and businesses to practice over 100 trades and professions. DOL also licenses and regulates the Office of Public Safety and Inspections (OPSI), and the Office of Private Occupational Schools.

The mission of DOL is to protect the public health, safety, and welfare by licensing qualified individuals and businesses to provide services to consumers. It is also the duty of the DOL to ensure fair and consistent enforcement of the licensing laws and regulations. About the Role :

The Public Safety Boards Unit (“Unit”) is one of DOL’s administrative units and oversees the Board of Building Regulations and Standards (“BBRS”) and its subcommittees. The Unit’s mission includes drafting and revising the Massachusetts Building Code, developing building and safety standards, licensing professionals, and ensuring the integrity of trades and professions through fair enforcement of applicable rules and regulations. The Executive Director (“ED”) will lead the administration and regulatory functions of the Unit, collaborating with the BBRS and its subcommittees. This role requires strong knowledge or interest in building standards, public safety, fire codes, energy, and climate resilience.

The ED will supervise professional and / or administrative staff, managing, training, and evaluating them. Given the breadth of expertise required, the ED must be a versatile manager and an expert in establishing operating policies and supervising services.

Duties and Responsibilities :

  • Manage board meetings, subcommittee meetings, and public hearings.
  • Communicate and collaborate across secretariats and with trade associations.
  • Ensure all documents required for meetings are accurate and complete.
  • Lead the drafting of new editions of the Massachusetts Building Code.
  • Document changes, draft working documents, and provide detailed minutes for meetings.
  • Provide written and oral advice on regulatory matters.
  • Manage all licensing and regulatory functions for the Unit’s boards.
  • Collaborate with legal counsel in drafting proposed regulations.
  • Manage and oversee the Warehouse program and Recreational Tramway Board.
  • Conduct performance evaluations and ensure staff compliance with policies.
  • Provide expertise to DOL’s investigative, inspectional, compliance, and adjudicatory processes.
  • Monitor and track complaints according to Agency policy.
  • Develop and maintain licensing processes and assess process improvements.
  • Act as a records custodian and oversee responses to public records requests.
  • Develop and approve board educational programs and requirements.

Preferred Knowledge, Skills, and Abilities :

  • Knowledge of the Massachusetts building code and related issues.
  • Understanding of management principles and practices.
  • Excellent communication skills with a broad range of audiences.
  • Ability to establish effective working relationships.
  • Significant supervisory and management experience.
  • Ability to travel throughout the Commonwealth.
  • Proficiency in relevant software programs.
  • Qualifications :

    MINIMUM ENTRANCE REQUIREMENTS :

    Applicants must have at least six (6) years of professional, administrative, supervisory, or managerial experience, with at least two (2) years in a project management or supervisory capacity.
