Applicants will be rated in accordance with the Office of Personnel Management Qualification Standard for Trades and Labor Occupations. Although a specific length of time and experience is not required, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties at the level for which you are applying. Emphasis is placed on how you gained the quality of experience, not necessarily the length of time, and the required ability or potential to perform the job. Applicants who do not meet the screen-out element (SOE) will be eliminated from further competition.
Physical Effort: Work requires some physical exertion such as extensive walking, standing, bending, sitting and lifting items weighing in excess of 45 pounds. Work sometimes require worker to crawl into storage locations to straighten pallets. When operating fork lift moderate physical effort is used in operating hand and foot controls while driving, turning, shifting, stopping, raising, lowering and tilting the loads being moved.
Working Conditions: Normally work is performed inside warehouse or maintenance shops, which may be drafty or unheated. Occasionally required to work outside, subject to inclement weather. Subject to hazards of working near moving equipment e.g., forklifts trucks, and conveyor lines. May be required to operate forklift outside, exposed to all weather extremes. Required to wear safety shoes. Exposure to hazardous materials/waste is possible, as necessary wears protective clothing and equipment such as rubber boots, coveralls, goggles, aprons, gloves, respirator, etc., as situations warrant.

Duties
- Leads a group of employees accomplishing materials examiner and identifier duties
- Assigns work to employees and passes on instructions received from the supervisor
- Trains and demonstrates proper work methods, procedures, and proper usage of materials handling or other equipment
- Independently performs the full range of examining and identifying duties for the most complex categories of materials and equipment.
- Independently assigns coding classification and prepares detailed reports outlining the basis for final classification decisions
- Performs a variety of visual and functional inspections; initiates records to document receiving and processing discrepancies; and completes discrepancy reports.
