Duties

  • Serves as Supervisory Contract Specialist (warranted contracting officer) with the local title of Supervisory Section Chief for DLA Energy, Installation Energy Division
  • Manages and directs the full range of negotiations, award, modification, management/administration, and termination of contracts encompassing the full range of diverse and complex types. To include the application of new and advanced concepts.
  • Exercises responsibility for the proper application of procurement laws, rules, regulations, decisions, and other directives and sound business judgment on all contractual actions.
  • Reviews proposed solicitations and awards. As required, leads negotiations, arbitrates and resolves differences, and negotiates counter offers or rebuttals where subordinates cannot reach agreement.
  • Directs, plans, organizes, and integrates the work of subordinates in the performance of acquisition functions, involving complex pre-award, post-award, and contract administration management processes.
  • Ensures proper resources and mechanisms are in place to support the development of ongoing maintenance of Procurement policies, business rules, system enhancements, and training, under the direct from higher management authority.
  • Reviews and approves projects, decisions, and contracts to ensure compatibility and consistency of interpretation; that contracts are executed accurately to reflect Federal/DoD/DLA polices and directives.

Qualifications

To qualify for a Supervisory Contract Specialist, your resume and supporting documentation must support: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Basic Contracting Requirement: A.) A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from the requirements of "A)" above.
  • Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Contracting Requirement above, to qualify for the GS-14 grade level, specialized experience must be at the GS-13 grade level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Demonstrates Business acumen in the acquisition and contracting function and ensures compliance with the Federal Acquisition Regulations.
  • Manages all phases of the procurement and contracting cycle to include negotiations, award, modification, management/administration, and/or termination of contracts.
  • Works with various contractors and vendors to obtain necessary services and/or products for a large organization or establishment.
  • Manages pre- and post-award contracting actions.
  • Performs extensive market research to broaden the competitive base.
  • Monitors contracting activities to ensure the quality of acquisition actions.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Additional information

Position requires DoD Acquisition Contracting, Foundational certification within required timeframes. Selectee must also achieve 80 hours of Continuous Learning Points (CLPs) every 2-years. Click here for more details and Resources.
