Duties

  • Supervise the J31N staff, evaluates proposed staff action responses, and assists the Executive Director in implementing management plans and executive decisions.
  • Plan, organize and direct varied integrated teams, negotiate with members of various organizations, to include DoD, Joint Service, Joint Government Councils, integrated process teams (IPTs), and Working Groups throughout DLA.
  • Coordinate plans of action and milestones not only through DLA but also throughout DoD, maintaining schedule of tasks as well as cost/savings and performance metrics to ensure that tasks are implemented within schedule.
  • Develop and execute weapons system sustainment (PBA) Performance Based Agreement.
  • Assess the impact of policy/legislative requirements from DoD and Congress to determine the required action and impact to enterprise business processes.
  • Develop Enterprise level reports including weapon system sustainment, metrics that may be required, outlining the status of nuclear and space support.
  • Develop and revise Concepts of Operations, Implementation Strategies, Business Plans and other documents as required.
  • Develop policy and procedural changes and identify systems changes required to support the expanded DLA nuclear and space enterprise missions.
  • Coordinate and respond to Congressional inquiries, Government Accountability Office (GAO) or DoD Inspector General (DoD IG) investigations and/or inspections and the review of internal controls.
  • Execute internal control drills, with in the DLA Enterprise, to ensure 21N management adheres to DoD policy.

  • This is a Mission Essential (ME) position. The incumbent may be required to report to work in the event of a natural disaster, inclement weather, or crisis.
  • You will be a Mission Essential employee. This requires you to work during an emergency to ensure continuation of essential functions. You may be required to work at the designated duty location, a telework site, or an alternate location/facility.

Qualifications

To qualify for a Supervisory Weapons Support Manager, your resume and supporting documentation must support: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Experience with business policies and procedures to affect change in supportability, performance and logistics operations that involve actions required to support DoD Nuclear and Space Enterprise weapon systems.
  • Experience with the Office of the Secretary (OSD) logistics operations policies, procedures, regulations and organizations is essential.
  • Ability to assess logistics impact of Nuclear Enterprise and Space Enterprise (NE/SE) acquisition and sustainment programs, identifies NE/SE sustainment and stock performance issues for Nuclear Command, Control and Communications systems.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
