We are seeking an experienced Business Analyst 4 to support both project and work request needs. This role will focus on implementing new IT solutions to enhance efficiencies and support public services, leveraging current technologies and collaborating with subject matter experts, vendors, and the public.
We are seeking an experienced Business Analyst 4 to support both project and work request needs within the Department of Technology, Management and Budget (DTMB). This role will focus on implementing new IT solutions to enhance efficiencies and support public services, leveraging current technologies and collaborating with subject matter experts, vendors, and the public.
Key Responsibilities:
- Serve as the liaison between DTMB and project stakeholders.
- Provide expert facilitation and elicitation to develop strategies and requirements for future enhancements and related projects.
- Participate as a critical member of the DTMB Agency Services Business Analyst team in various work requests and operational activities.
- Prepare and facilitate discussions with stakeholders to complete analysis and drive consensus for requirements and priorities.
- Document session outcomes in notes, specification documents, and/or user stories.
- Navigate agency partners through applicable constraints and enablers for the success of their projects.
Required Skills & Experience:
- Minimum of 12 years of general Business Analyst experience.
- Proven experience in facilitating requirements elicitation meetings and conducting gap fit analysis and requirements refinement.
- Strong background in reviewing, analyzing, and evaluating business systems and user needs.
- Skilled in business process reengineering and identifying new applications of technology to business problems.
- Experience with Agile development projects and management of user stories.
- Familiarity with relational database concepts and client-server concepts.
- Minimum of 7 years conducting business process review, requirements elicitation, and documentation.
Preferred Qualifications:
- Experience working directly with senior management to facilitate strategic discussions.
- Involvement in developing/implementing IT solutions for public use and IT infrastructure projects.
- Experience working with programs governed by state and/or federal regulations.
- Strong organizational skills and the ability to adapt quickly to changing needs and directions.
