Job Purpose:
The IT Program Manager will oversee the Florida PALM Integration Program, which involves multiple systems and state agencies. This role requires strategic program management skills to ensure successful integration and delivery of project portfolios according to the defined scope, time, and budget.
- Oversee and manage the integration of multiple systems across different state agencies.
- Develop program strategies, supporting business cases, and high-level project plans.
- Adjust project scopes, schedules, and budgets based on stakeholder needs.
- Communicate program strategies and changes to IT leadership, business leadership, and vendors.
- Deliver all projects within the portfolio on time, within budget, and in alignment with strategic and business requirements.
- Manage key project milestones and make necessary adjustments.
- Handle project phases including initiation, planning, execution, monitoring, controlling, and closing.
- Define and control project scope, schedule, quality, resources, communications, risks, stakeholders, and issues.
- Develop and coordinate user acceptance testing plans and scripts.
- Create and implement training plans for agency-managed end-user training.
- Monitor contractor performance and ensure compliance with contractual agreements.
- Serve as the primary point of contact for project status reporting and stakeholder communication.
- Plan and facilitate meetings with the project team and customers.
Skills & Qualifications:
- Proven experience in program management, preferably in IT or government projects.
- Strong understanding of project management processes and methodologies.
- Excellent communication and leadership skills, capable of mentoring project leaders and managing a diverse team.
- Experience with risk management, issue tracking, and stakeholder engagement.
- Familiarity with creating and managing documentation such as project management plans, schedules, risk registers, and communication plans.
- Bachelor’s degree in Business Administration, Computer Science, or a related field.
