The purpose of Assistant Director of Human Resources position is to assist in developing, implementing, and maintaining the District’s Human Resources services; serving as a resource to other administrators, employees, applicants, and the Board; and directing program operations including planning, staffing, budgeting and complying with established requirements.
EMPLOYMENT QUALIFICATIONS:
Education:
- Master’s degree in education, human resources or related field preferred.
- Additional graduate hours in school administration, human resource management, or combination of education and professional experience in a related field preferred.
Experience:
- A minimum of 5 years of experience in Human Resources, 2 years in public education preferred.
- Significant Human Resources experience may be substituted for education.
- KNOWLEDGE, SKILLS, & ABILITIES:
- General understanding of state and federal laws pertaining to human resources and employment laws.
- Excellent human relations skills with desire to interact with parents, students, staff, and the public.
- DUTIES & RESPONSIBILITIES:
- Administers a wide variety of human resource issues for the purpose of conforming to district policies, relevant laws, contracts and agreements.
- Advanced knowledge of accounting software; database software; Microsoft Office Suite and Google Suite.
- Ability to interpret programs, philosophy, and policies of the district to staff, students, and the community.

- Devises comprehensive and effective systems of record keeping in accordance with policies, regulations, laws, and needs affecting the Human Resources Department.
- Collaborates with a wide variety of internal and external personnel for the purpose of implementing and/or maintaining Human Resource services and programs.
- Facilitates the classified staff new hire orientation program, including ordering inventory, scheduling rooms, notifying personnel, and conducting the event.
- Coordinates the recruitment process for the purpose of maintaining a highly qualified staff.
- Participates in contract negotiations, benefits administration, and special projects in cooperation with other Administrative Cabinet members.
- Directs department budget(s), expenditures and the implementation of new programs and/or processes for the purpose of providing services within established timeframes and in compliance with related requirements.
- Oversees the unemployment insurance and worker compensation programs; provides essential records to contracted service providers.
- Facilitates meetings, workshops, seminars, etc. for the purpose of identifying issues, developing recommendations, supporting other staff, and serving as a District representative.
- Investigates grievances and/or complaints from employees for the purpose of reaching resolutions that provide a healthy work environment.
- Collaborates with members of the Administrative Council in the recruitment, interview, and selection processes.
- Assists with auditing and monitoring payroll reports and benefits eligibility.
- Oversees all documentation and administration of any FMLA and ADA situations.
- Facilitates all documentation for paid and/or unpaid leave of absences.
- Serves as an administrative representative on the district health insurance committee.
- Develops, maintains, and reviews personnel handbooks and policy manuals for employees annually.
- Reviews written communications and provides advice regarding progressive discipline documentation.
- Provides guidance to district administrative and supervisory personnel in matters relating to employee relations; advises principals on difficult or sensitive employee matters and provides information to district personnel on matters not clearly covered by regulation, policy, or legislation.
- Recommends, reviews, and designs all job application forms used by the district, ensuring their compliance with state and federal statutes and Board policies on nondiscrimination; maintains an inventory of such forms.
- Monitors a variety of processes for the purpose of ensuring efficient processing of issues in compliance with legal and/or administrative requirements.
- Oversees personnel administrative functions for the department for the purpose of maintaining adequate staffing, enhancing productivity of personnel and ensuring department/program outcomes are achieved.
- Oversees the maintenance of a variety of manual and electronic files, records and reference materials for the purpose of documenting activities, providing written reference and complying with mandated requirements.
- Participates in meetings, workshops, job fairs and seminars for the purpose of conveying and gathering information regarding a wide variety of subjects required to carry out administrative responsibilities.
- Prepares a wide variety of complex written materials for the purpose of documenting activities and issues, meeting compliance requirements, providing audit references, making presentations, and/or providing supporting materials for requested actions.
- Recommends policies, procedures and/or actions for the purpose of providing direction in meeting the district goals and objectives.
- Researches information required to manage assignments including reviewing relevant policies, current practices, staffing requirements, financial resources, legal requirements, etc. for the purpose of developing new programs/services; ensuring compliance with legislative requirements; securing general information for planning, and/or responding to requests.
- Responds to written and verbal inquiries from a variety of internal and external sources for the purpose of identifying the relevant issues and recommending/implementing a plan of action designed to resolve the issue(s).
