PURPOSE SUMMARY. Under the general supervision of the Residential Appraisal Supervisor, appraises all residential and commercial properties for valuation purposes in accordance with state statutes. ESSENTIAL DUTIES. Appraisal of all assigned Property parcels; duties consist of field inspection, data collection, review and analysis of value and real estate sales data. Apply appraisal skills to perform all property appraisal functions. Handle assigned cases involving valuation concerns from property owners and the public, investigating and determining justification for valuation or needed correction.Defend values, in unresolved cases, before the valuation protest board. Assist the public in the office, by telephone and in the field, with other inquiries and concerns regarding assessed valuations or departmental policies/procedures.Utilize organization, computer, map and blueprinting reading skills in the planning and implementation of daily work. Participate as a team member on completing the duties of the department, participating in meetings, and submitting reports to supervisors. Responsible for knowing and abiding by all departmental and county policies and knowing or becoming knowledgeable of applicable state statutes and regulation (specifically, the Property Tax Code). ADDITIONAL DUTIES. Other duties may be assigned. QUALIFICATIONS.A. Education. High school diploma or GED. B. Experience. Minimum of two (2) years experience in real estate appraisals or similar capacity. C. Education/Experience substitution. In accordance with County Policy. D. Licenses/Certifications. Must have a valid unrestricted driver’s license. E. Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Background check and driver’s license record; Bilingual (English/Spanish) preferred. KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION: Knowledge: Principles and practices of personal property and real property appraisal; appraisal principles and techniques; construction and materials quality levels; blueprints, maps, and property descriptions; laws, regulations, and ordinances affecting appraisal processes; the real estate market and appraisal techniques; practices and procedures in valuation of both real and personal property; Business English spelling, grammar, punctuation and basic arithmetic;; general office practices and procedures. Skills: Answer telephone inquiries; research and analyze pertinent information and determine value; organize and prioritize various tasks; communicate effectively in oral and written form;; basic computer operation, use of applicable software, databases, spreadsheet applications; proper methods to maintain accurate records. Abilities: Operate general office equipment; establish and maintain effective and cooperative working relationships with others.
