Under general direction of the Office of Emergency Management (OEM) Manager, the Emergency Management Coordinator is responsible for the continued development, update, and implementation of emergency and disaster plans, coordination of mitigation and preparedness efforts, and the lead in response and recovery operations. This position will collaborate with local, regional, state, and federal partners to ensure a unified and effective emergency management approach before, during, and after disasters. Twenty-four/seven (24/7) on-call availability is required by the role on a rotating basis as well as the ability to respond to emergencies as needed. ESSENTIAL DUTIES. This is a safety sensitive position 1. Emergency Planning and PreparednessAssist in the development, evaluation, maintenance, and revision of comprehensive emergency management plans, including hazard mitigation plans, emergency action plans, and emergency operations plans integrate emerging risks and best practices.Lead assigned planning projects to ensure alignment with county, state, and federal guidelines.Conduct risk and vulnerability assessments to enhance emergency preparedness efforts.Coordinate with government agencies, private sector partners, and non-governmental organizations to ensure community-wide readiness. 2. Training & ExercisesDevelop and conduct emergency preparedness exercises and training programs.Deliver emergency preparedness training to personnel, stakeholders, and community members. 3. Interagency Coordination and Emergency OperationsServe as liaison between OEM and external response agencies, including local, regional, state, and federal agencies, as well as community organizations.Act as a Support Unit Leader or in other leadership roles in the Emergency Operations Center (EOC) during activations, managing personnel and resources effectively.Coordinate disaster response or crisis management activities, such as ordering evacuations, opening public shelters, and implementing special needs plans and programs.Conduct damage and impact assessments following disasters and assist in developing corrective action and response plans.Prepare emergency status reports that describe response and recovery efforts, needs, and preliminary damage assessments.Assist in securing state and federal disaster assistance funding for recovery efforts. 4. Regulatory Compliance & ReportingEnsure the County’s compliance with National Incident Management System (NIMS) and Incident Command System (ICS) protocols.Analyze Tier II hazardous materials storage reports and conduct on-site inspections of hazardous materials manufacturing and storage facilities to ensure compliance with County ordinances and the Federal Emergency Planning and Community Right-to-Know Act (EPCRA). Prepare and submit grant applications, after-action reports (AARs), and program documentation as required. 5. Community Outreach & Public EducationLead and participate in public education campaigns, community meetings, and emergency preparedness initiatives.Develop instructional materials for the public and make presentations to citizens' groups to provide information on emergency plans and their implementation processes.Represent OEM at interagency meetings, support advisory committees, and community preparedness events. ADDITIONAL DUTIES. Other duties as may be assigned. QUALIFICATIONS.A. Education. A bachelor’s degree is required. A degree in Emergency Management, Public Administration, Homeland Security, or a closely related field is preferred. B. Experience. Two (2) years of experience in emergency management, public safety, disaster response, or related field. Bilingual (English/Spanish) is preferred. C. Education/Experience substitution. In accordance with County policy. D. Licenses/Certifications. Must complete FEMA ICS 100, 200, 700, and 800, along with the FEMA Professional Development Series, within three (3) months of hire.Must complete the FEMA Basic Academy certification within two (2) years of hire.Must obtain the New Mexico Certified Emergency Manager (NM CEM) within two (2) years of hire. E. Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Must pass pre-employment background check. Must maintain a valid driver’s license and an acceptable driving record in accordance with County policy. Must complete a defensive driver course within three (3) months of hire.
