Responsible for the schedule of day-to-day allocation and use of skilled and semi-skilled trades employees, materials, and equipment, while performing maintenance of paved and unpaved roads, repair and maintenance of drainage structures, repair and maintenance of cattle guards, road construction, and bridge/culvert construction. ESSENTIAL DUTIES. Organize, direct, review and adjust allocation of resources and assignment of activities to ensure continuity of operation of the roads, bridges, and culverts.Inspect for weed control and tree obstructions, road condition, cattle guards, and drains.Investigate complaints from the public.Operate equipment and train personnel in equipment operation, construction practices and techniques; instruct and monitor safe work practices for road personnel; record of Preventative Maintenance Inspection (PMI) daily on all equipment used.Supervise and guide assigned personnel issuing written and/or oral instructions and inspect work that is in progress and completed each day.Identify and order needed materials and maintain pertinent records; coordinate work with other foreman and on occasion overlap in assisting the other crews.Responsible to interpret plans and specifications.Report work progress, materials, and equipment used on a daily basis.Responsible for assigned personnel performance evaluations and recommend disciplinary actions as needed. ADDITIONAL DUTIES. Other duties may be assigned. QUALIFICATIONS.Education. High school diploma or equivalent, Experience. A minimum of seven (7) years full time experience in the road construction and maintenance and/or general construction areas to include at least three (3) years in a supervisory capacity. Education/Experience substitution. In accordance with County policy. Licenses/Certifications. A valid unrestricted Class A Commercial Driver’s License (CDL). Tanker endorsement preferred Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Background check, driver’s license check, and alcohol and drug testing. KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION: Knowledge of: Construction plans; methods and equipment of read construction and maintenance; types and uses of equipment used in highway construction and maintenance; operating characteristics of maintenance and construction equipment; federal, state, and county laws; ordinances; OSHA safety regulations. Skills: Acquired through considerable training and experience, to operate and adjust varied equipment for purposes such as performing numerous standardized tests or operations. Ability to: Plan and supervise the work of a labor crew; understand, interpret, and carry out oral and written instructions; establish and maintain a working relationship with employees and the public; use good judgment in administrative and personnel situations; plan work schedules; maintain daily reports.
