Job Description
PURPOSE SUMMARY. Provides senior professional-level human resources guidance, training, and assistance to one or more departments including recruiting, compensation, employee relations and labor relations. May be assigned primary responsibilities in the areas of compensation / classification, training, and EEO.
ESSENTIAL DUTIES.
Administer general human resources department functions, such as, answering recruitment questions, reviewing personnel files, preparing, and filing reports required by federal or state law, conducting and scheduling pre-employment testing, and assisting departments with pre-employment and post-offer background verifications.
Assist and advise departments in recruitment and selection of employees to include but not limited to researching and providing job posting options; develop and / or assist in the development of recruitment strategies and materials, selection instruments and techniques, qualifications sought, selection criteria, and scoring techniques.
Assist the Sr. HR Administrator and Director in managing all operational and procedural aspects of the department including analyzing and developing departmental goals, policies, and procedures.
Upon request, advise employees, including supervisory employees, department heads and elected officials, regarding employer / employee issues and concerns, interpretation of the HR policies and procedures, and / or other personnel matters.
Advise and assist management and employees regarding the investigative process, grievances, and complaints. Assist management in the interpretation and understanding of investigative findings; provide guidance regarding corrective action if warranted. Review proposed disciplinary actions for appropriateness and analyze consistency of proposed action. Ensure that progressive discipline policies are consistent for all county staff.
Coordinate predetermination hearing process, maintain consistency in recommended disciplinary actions; participate in and coordinate the process of disciplinary and arbitration hearings by acting as a resource during the proceeding and providing clarifying details and / or questioning of participants, as needed.
Provides documentation to the participating agency for all unemployment hearings and participates in the actual hearing with the immediate supervisor and / or department head / elected official.
Research and provide solutions for ongoing issues for recommended remedial action, detect and correct administrative errors and review for legal compliance.
In cooperation with the various department heads, provide guidance and direction regarding the development and / or update of job descriptions. May conduct desk audits, job analysis, salary surveys, and make recommendations to human resources director for reclassifications.
Provide on-going training to all county department heads and staff, either internally or by contracting trainers, to ensure staff is aware of employment laws, and county policies.
Assist County in obtaining information and documentation to respond to any external discrimination, harassment, or retaliation charge. May participate in mediation of charge if applicable.
Attend meetings, hearings, and workshops; advise staff; prepare reports, correspondence and other written materials as directed by the Sr. HR Administrator and / or Human Resources Director.
May participate in labor negotiations. Duties may include research, drafting language and developing the official record of contract negotiation discussions and decisions.
Oversee and monitor drug and alcohol testing program.
Inform Sr. HR Administrator and / or Human Resources Director of all communication, correspondence, projects, disputes, and other activities that he / she is aware of and / or working on.
Responsible for knowing and abiding by all department and county policies and procedures.
Maintain highest level of confidentiality of all personnel matters.
ADDITIONAL DUTIES . Performs other related duties as assigned.
QUALIFICATIONS.
A. Education. Bachelor's degree from an accredited college or university in Human Resources Management, Public Administration, Business Administration, or a related field.
B. Experience. Five (5) years full-time experience as a Human Resources Generalist. Previous labor relations, EEO, and Government / public-sector experience is preferred.
C. Education / Experience substitution. N / A
D. Licenses / Certifications. Certification as a Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) is preferred. Valid driver's license.
E. Other (e.g., post-offer medical exam, polygraph, background check, driver's license record, etc.). Must successfully pass a background check. Must have valid driver's license and maintain an acceptable driving record in accordance with policy.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION :
Proficiency gained through wide exposure in technique that combines a broad understanding either of involved practices and precedents or of theory and principles or both. Knowledge of the principles, concepts and methodology of the human resources profession gained through job experience to permit independent performance of assignments. Professional knowledge and experience that has provided skill in carrying out assignments, operations, and procedures of significant difficulty and complexity.
