MyCity is envisioned to be a one-stop, user-centered, portal that
helps residents and businesses connect seamlessly to City services. Multiple Service Sites e.g., the MyCity - Child Care Site, the MyCity Business Site, etc. will be integrated through MyCity Common Services to achieve this vision.
OTI seeks to contract a Sr. IT Business Analyst that will be responsible for eliciting, understanding, and documenting business requirements, and translating those requirements into functional and non-functional requirements and mock-ups of the overall MyCity system. The Sr. IT Business Analyst will also provide leadership and direction to MyCity Common Services and Service Site business analysts to make sure that their work, and the work of their respective delivery teams, is in alignment with the requirements for the overall MyCity system. They will assist in verifying that the system matches those requirements and ensuring that the system meets end user expectations. The Sr. IT Business Analyst will act as liaison between the Business, Development, and Testing teams, verifying test conditions, and assisting with User Acceptance Testing and Demonstrations. The Business Analyst Lead Engineer will be responsible for ensuring proper preparation and documentation of artifacts for Program Increment Planning, Team Synchronization, and Inspect and Adapt events and tracking the Key Features that must be delivered by the system to meet the City's objectives.

SCOPE OF SERVICES TASKS :
- Elicit, understand, and document business requirements
- Conduct Business and System research and analysis and prepare documentation
- Translate requirements and constraints into functional and non-functional requirements and mock-ups of the application
- Provide leadership and direction to business analysts across MyCity delivery teams to ensure that their work and requirements is in alignment with the overall MyCity system requirements
- Perform validation of business, functional and non-functional requirements with stakeholders
- Design and execute user acceptance test cases, test suites and test plans
- Assist with User Acceptance Testing and Demonstrations, verifying that the application meets customer acceptance criteria and end user expectations
- Contribute to new technology projects as assigned
- Prepare high-level design documentation, business requirements documentation and supplemental functional and non-functional requirements documentation
- Act as liaison between Business, Development, Conversion, and Testing teams
- Document, communicate, and facilitate correction of requirements changes discovered during the implementation and seek sign offs. Work with the teams to ensure appropriate follow through to resolution.
