The purpose of the class is to plan, direct and supervise the operations of the Assessor's Office charged with ensuring that all County real estate is identified, mapped, appraised and assessed at the proper ratio in accordance with state law. The class plans, organizes and implements programs within major organizational policies; reports program progress to executive-level administration through reports and conferences.
Duties
ESSENTIAL JOB FUNCTIONS
Plans, organizes and directs all programs and activities of the Assessor’s Office, ensuring compliance with all applicable policies, procedures, laws and regulations.
Plans and implements a County-wide reassessment every five years.
Develops and implements department policies, procedures and work standards; evaluates operations and makes changes as necessary to maintain operational efficiency and effectiveness.
Supervises support staff. Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; selecting new employees; acting on employee problems; recommending and approving employee discipline; and recommending discharge as appropriate.
Supervises the operation of the Assessor’s Office; assigns workloads and establishes work schedules.
Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed.
Provides for the adequate training and development of department staff.
Develops and administers the department budget; controls expenditures and ensures effective and efficient use of budgeted funds, personnel, materials, facilities and time.
Maintains knowledge of current and pending legislation affecting; recommends changes in County policy and procedures as appropriate.
Personally, performs or assists subordinates with the more difficult appraisal work, including commercial and other properties in which the appraisal involves unique or difficult problems.
Addresses and resolves property tax appeals.
Approves agricultural exemptions.
Ensures the maintenance of accurate and up-to-date assessment records.
Provides a variety of information to the public regarding property appraisal procedures, policies and methods; answers the more technical questions regarding assessments; and monitors and evaluates customer service.
Compiles and analyzes data; prepares a variety of studies and reports for decision-making purposes.
Prepares periodic and special reports as required by the County and other agencies.
Coordinates department activities and functions with those of other County departments, municipalities and outside agencies as appropriate.
Conducts and attends various staff meetings as required; attends meetings and represents the County to various professional/community/civic organizations and agencies.
Receives and responds to inquiries, concerns, complaints and requests for assistance from County personnel, elected officials and citizens regarding areas of responsibility.
Attends training courses and seminars to maintain state licensing requirements and to enhance job knowledge and skills.
Performs other related job duties as assigned.

Qualifications
Education and Experience:
Bachelor’s degree in business, real estate or a closely related field.
Requires at least seven (7) years of related work experience.
Special Qualifications:
Must possess a valid state driver’s license.
Licensure as a real estate appraiser at a level or residential or commercial, including or excluding mass appraisal designation by SCLLR, subject to discretion of management to meet the needs of the Assessor’s Office based on certifications of senior staff.
