The purpose of this class is to assist with the design, development, implementation and maintenance of the utility’s Geographic Information System (GIS) for the County; to work with various types of files, creating, updating, maintaining and transferring geographical/ geospatial data, preparing maps, programs, sketches and related graphical media; gathering of current and accurate data utilizing new hardware and software technologies such as UAS/Drone2Map; and monitoring that the department’s GIS system is accurate, reliable and comprehensive. The class works within a general outline of work to be performed and develops work methods and sequences under general supervision
Duties
ESSENTIAL JOB FUNCTIONS
Establishes and maintains GIS system to show locations and attributes of hydrological features such as drainage and ponds, impervious surfaces, active development projects, capital improvement projects, compliance issue, road centerline data of all properties being served and transportation management data; converts data for input into GIS system.
Utilizing UAS/Drone technology.
UAS emergency mission deployment; accident scenes, fire observation and assessment, hazardous material scene, major disaster scene, search and rescue, storm damage assessment, tactical situations threating the general public.
UAS non-emergency mission deployment; land change detection (Stormwater, Assessors, Auditor, Treasurer), land contour mapping (Planning & Development, Zoning, Economic Development), facilities management (Landscaping, Building Maintenance), neighborhood services (Code Enforcement, Litter Control, Nuisance Property and abandoned vehicles), counting of Solid Waste containers for Solid Waste Department billing.
Leads county MS4 mapping program to ensure compliance with applicable regulatory requirements with respect to GIS and geospatial data.
Coordinate digitizing of County-owned utility components to GIS-based data and models.
Provide systems hardware and software support to staff and train new users.
Analyze, query, and prepare data analysis, data visualization, reports, and dashboard or summary tools in support of enhancing surface water programs.
Work with Stormwater utility billing and fee databases.
Cartographic knowledge prepares and updates County maps, plats and drawings using both manual and computer-assisted methods; reviews submitted drainage plans for subdivision and projects.
Create and manage ArcGIS Online Portals for Public Works, Stormwater, Stormwater, Engineering, Solid Waste, Roads and Drainage and the Transportation Management departments, Solid Waste Department and public facing websites.
Reviews the work of crew members for completeness and accuracy; evaluates and makes recommendations as appropriate; and offers advice and assistance as needed.
Works with surveyors to identify areas where assets need locating and updating.
Prepares as built construction plans for utility projects as assigned; produces engineering plans using ArcGIS to convert data into AutoCAD formats.
Provides technical assistance to the drainage pipe camera crew as needed.
Prepares and updates County maps, plats and drawings using both manual and computer-assisted methods; reviews submitted water and sewer plans for subdivision and projects.
Assists in coordinating department activities and functions with those of other County divisions, departments, municipalities, developers, contractors, property owners and outside agencies as appropriate.
Is subject to 24-hour on-call status as assigned; may be required to work during emergency conditions as assigned.
Performs other related job duties as assigned.
Qualifications
Education and Experience:
Bachelor’s degree emphasis in computer-aided drafting, GIS technology, computer technology, geography or a closely related field.
Requires at least two (5) years of related work experience with a focus in Stormwater, Engineering, Hydrology, Transportation and or Public Works.
Additional Requirements
Special Qualifications:
Must possess a valid state driver's license.
Must possess Geographic Information Systems Professional (GISP) certification.
Must possess a FAA UAS license.
Strong knowledge of federal EPA, state and local MS4 regulations.
Position Type and Expected Hours of Work
This is a full-time position; typical work hours and days are Monday through Friday, 7:30 a.m. to 4:00 p.m. Some flexibility in hours is allowed, but employees must be available during the “core” work hours of 9:00 a.m. – 4:00 p.m. and must work 40 hour each week to maintain full-time status. Must be available to work holidays and weekends during emergencies.
