Position Title: Risk Management Claims Analyst

Primary Purpose

The Risk Management Claims Analyst guides all aspects of the claims administration and disposition process, both internally and externally, analyzes insurance-related documents to identify defense and indemnification resources, oversees and directs the services of outside claims services providers, and serves as the primary point of contact for all internal and external parties with regard to insurance-related claims.

Essential Functions

  • Receive reports of claims events and provide initial notification to carriers, contractors, brokers, clients, and others as necessary to secure appropriate coverage for the Authority and its clients. Ensure carriers establish claim files as appropriate.
  • Analyze claim documentation to determine proper legal/court jurisdiction, statute of limitation considerations, DASNY/Client interest, defense and indemnification resources including first-party insurance resources, response deadlines, etc.
  • Serve as the primary liaison between DASNY personnel, clients, contractors, insurance carriers, brokers, outside counsel and others, as necessary, for the life of the claim.
  • Monitor progress of claims and coordinate stakeholders’ information/efforts to continuously move toward final resolution.
  • Analyze contractor insurance documents for compliance with contract insurance-related requirements and identify potential deficiencies in insurance limits and/or coverage. Interact with contractors/consultants, brokers/agents, outside/client counsel, and DASNY personnel, and others, as required, to secure adequate insurance resources, and inform internal and external parties as to status. Recommend courses of action as needed.
  • Direct the assignment of claims to appropriate outside counsel, educate outside counsel regarding DASNY-client relationships, governing documents, applicable insurance resources, etc. relative to claim disposition.
  • Conduct regular meetings with Risk Management, Office of Counsel, insurance broker contact(s), and others as necessary to report on claim status, pending legal and/or insurance coverage concerns, and to develop/secure consensus on next steps in a disposition strategy.
  • Bring settlement options to clients as directed and per DASNY procedures. Communicate the client’s response to the Director, Insurance, Senior Risk Management Claims Analyst, Counsel’s Office, outside counsel, insurance carriers, insurance broker contact(s), and others as necessary.
  • Facilitate the resolution of property and/or builders’ risk insurance claims in conjunction with property claims/forensic accounting consultants, clients, DASNY staff, insurance carriers’ representatives and others.
  • Receive insurance proceeds from carriers and/or third parties and process payment per DASNY procedures.
  • Maintain current knowledge of all laws, rules, regulations, and trends applicable to third party liability, workers’ compensation, auto liability, property/builders’ risk and similar insurance claims and bring information regarding new developments, analysis and/or recommendations to the Director, Insurance and Senior Risk Management Claims Analyst for discussion.
  • Serve on selection committees; coordinate the Request for Proposals (RFP)/Request for Qualifications (RFQ) process including drafting Contract Reporter ads, coordinating/disseminating information, maintaining records of proposals and selection process documents, maintaining records of critical dates and advising management of same.
  • Maintain and reconcile information databases and files including, but not limited to, all claim proceedings (liability, property, Workers’ Compensation, auto liability, and miscellaneous), property schedules, contractor/consultant insurance information and critical dates.
  • Conduct research regarding insurance products, industry best practices, industry news, and other related topics, analyze information/results, and present findings to the Director, Insurance and Senior Risk Management Claims Analyst.
  • Prepare, produce, process and deliver correspondence, documentation, payments, and other assignments as directed.
  • Develop and prepare reports, projections, budgets/estimates, and analyses periodically and as needed/directed for distribution and/or presentation to DASNY management, Counsel’s Office, clients, outside counsel and/or others as needed, ensuring completeness, consistency and accuracy.
  • Administer the DASNY ergonomic workstation evaluation program; work with external consultants and DASNY staff to implement recommendations as appropriate. Assist in the development and implementation of other loss control programs, as directed.
  • Develop and maintain schedules, logs spreadsheets, and other reporting mechanisms. Ensure Federal/New York State reporting/posting standards are met.
  • Assist with insurance policy and contract renewals, procurements, and MWBE reporting.
  • Coordinate/arrange meetings and phone/video/web conference calls.
  • Manage and prioritize clerical workload, assign and monitor completion of work, as appropriate.
  • Collect, sort, screen and distribute mail and other documents, as needed.

Other Duties and Responsibilities

  • Assist with the development, documentation and implementation of procedures.
  • Assist with the implementation of internal controls, and participate in the review and testing of same.
  • Serve on committees/teams as directed.
  • Review and recommend claims-related invoices and/or payments for processing and process upon approval.
  • May train and evaluate employees.
  • Undertake other/special assignments as directed.
  • Must maintain regular attendance in accordance with DASNY attendance and leave policies.
  • Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Cyber Security and Critical Infrastructure Coordination. (Standards can be found on the Intranet).

Supervision

Supervision of employees may be required.

Physical/Mental/Visual Demands

Occasional travel may be required using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Overtime or extended work hours may be required.

Work Environment

Standard office environment, including the use of one or more of the following: PC, telephone, fax machine, printer, copier, scanner, electronic stapler, three-hole punch, date stamp, shredder.

Minimum Qualifications

Bachelor’s degree plus three years relevant experience.

Preferred Qualifications

Bachelor’s degree plus three years relevant insurance and/or legal industry experience.
