This position performs professional appraisal work, competently and in a manner that is independent, impartial, and objective. Duties include gathering and analyzing descriptive property data to determine the classification and valuation of real property for assessment purposes. This position includes both training and qualifying experience for potentially higher levels of job classification and appraisal licensure.
Generally, the hiring range is $26.62-$69,205 annually. Qualifications, education and experience as it relates to the position will be taken into consideration when determining hiring salary.
As a temporary position, no benefits are available.
ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all inclusive. The Assessor reserves the right to modify or change the duties or essential functions of this job at any time.)

Completes field work and data entry for tract housing, average to good quality, by using maps, legal descriptions, and building permits to verify site locations and addresses.

Modifies and creates new model sketches for average and good quality tract properties. Creates and/or revises existing property sketches. Ensures accurate square footage calculations and flow into CAMA system.

Completes analysis of sold properties as part of the sales verification program. Prepares sold property data for use in comparable studies and mass appraisal modeling.

Reviews residential properties for omitted and errored property characteristics and corrects as needed.

Performs maintenance work on less complex properties and for minor characteristic changes.

Performs inspections, analyzes value, and creates reports for Assessor Protest, CBOE, and Abatement appeals.

Works with customers to assess needs, provide assistance, resolve problems, and is committed to providing quality service.

SUPERVISION RECEIVED: Under normal supervision, within a standardized work situation, the employee performs duties common to the line of work without close supervision or detailed instruction. Work product is subject to continual review.
SUPERVISORY RESPONSIBILITIES: None.
CONSEQUENCE OF ERROR: Consequence of error may result in the incorrect assessment of property value resulting in loss of revenue to the county, or inequity to the taxpayer. Incorrect property values carry the added expense of defending values at all levels of appeal. Inaccurate property values adversely impact public perception of local government.
INDEPENDENT JUDGMENT: Apply independent judgment to tasks based on knowledge, training, and experience.
MINIMUM QUALIFICATIONS:
EDUCATION & EXPERIENCE:
A high school diploma or GED equivalent, and the ability to meet continuing education requirements set by the state and the Douglas County Assessor’s Office. A Bachelor’s degree in a related field from an accredited university is strongly preferred. A combination of education and experience may be considered for a well-qualified candidate.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge: Knowledge of Real Estate principles, practices, markets and values, and two years of appraisal experience in the private or public sector. Colorado assessment experience is preferred but not required.
Skills: Basic knowledge of computer software, including file management, internet, and e-mail use. Able to learn computer systems related to appraisal. Able to solve practical problems by appropriately choosing from a variety of mathematical techniques. Expresses ideas and facts to individuals or groups in a succinct and organized manner, listens to others and facilitates an open exchange of ideas. Recognizes and uses correct English grammar, punctuation, and spelling; produces written information that is appropriate for the intended audience.
Abilities: Sets well-defined and realistic individual goals, displays a high level of initiative, effort, and commitment towards completing assignments in a timely, accurate manner; is motivated to achieve; demonstrates responsible behavior. CERTIFICATES, LICENSES, AND REGISTRATIONS: Must possess a valid Colorado Driver’s License upon hire, with complying insurance. Review of motor vehicle record is required at time of hire and periodically throughout employment. A Colorado Appraisal License or Certification, or equivalent, is required at the time of hire. A Registered Appraiser License is required within one year of the date of hire.
WORK ENVIRONMENT:
GENERAL WORK ENVIRONMENT: Work is performed in the field (including undeveloped vacant land, construction sites, and completed structures) and in a typical office environment. Field work requires exposure to weather elements, construction hazards and other adverse conditions. This position has daily contact with co-workers, supervisors and regular substantial contact with property owners and builders.
PHYSICAL DEMANDS: This job regularly requires the employee to visit construction sites, negotiate rough terrain and climb stairs during on-site inspections in the field. While performing the duties of this job, the employee is regularly required to sit and use office equipment, operate a motor vehicle. The employee is regularly required to talk and hear. Specific vision abilities required by this job include close vision and the ability to adjust focus.
MATERIAL & EQUIPMENT: The employee is required to operate a computer, mobile tablet, digital cameras, laser measuring tools, read and interpret maps and blueprints, and drive a county provided vehicle.

In the event of an emergency/disaster in or near the County, all County employees are expected to make every effort to be available to assist the County Manager, Elected/Appointed Officials and Department Directors to ensure the continued operation of any and all necessary County functions. This may mean being available to perform additional duties and hours beyond what is normally required. In the event that an exempt employee does work more than 40 hours a week in support of County operations during an emergency, such employee may receive overtime or other appropriate wage compensation in accordance with existing County policies or at the discretion of the County.
