This is a professional position responsible to provide a high level of business, financial and data systems support of various federal, state, local, and private contracts, agreements, and grants. The incumbent establishes and maintains related tracking systems; manages confidential, personal, and other sensitive information; provides excellent professional customer service while interacting with subgrantees, staff and the public; and performs related duties as required. Responsible for preparing and processing vouchers, reconciling various data, generating reports, applying reasonable checks, and maintaining documentation and files as needed.

Generally, the hiring range is $68,953-$86,191 annually. Qualifications, education and experience as it relates to the position will be taken into consideration when determining hiring salary.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all inclusive.)

  • Support the Community Services Department in administering assigned grant funds, projects, and operations.
  • Work with staff to establish objectives and outcome measures for assigned projects and grants.
  • Act as a backup for Human Resources responsibilities such as posting, provisioning, and deprovisioning staff.
  • Receive incoming communication or memos on behalf of senior staff, review content, and distribute appropriately.
  • Attend and participate in meetings representing the Department and other members of the management team.
  • Collaborate with Department leadership on financial analysis and reporting.
  • Responsible for preparing and processing vouchers, reconciling various data, generating reports, and applying reasonable checks and maintaining documentation and files as needed.
  • Input and monitor accounting systems including budgets, vouchers, draws, and reimbursement requests.
  • Coordinates systematic approach for obtaining and evaluating information on various projects for multi-year periods.
  • Responsible for developing systems to ensure the accuracy of expenditures and encumbrances, validating the proper allocation of appropriated budget funds.
  • Support budget and accounting as necessary for fiscal accountability and transparency.
  • Responsible for establishing and maintaining various data tracking and reporting systems.
  • Work with various state and local partners to ensure consistency and validity of data across systems.
  • Support the implementation of tools or processes to streamline department operations.
  • Act as primary point of contact for partners who use county required systems.
  • Department liaison for various IT systems integration and support.
  • Oversight for the reconciliation of financial accounts, ensuring that all expenses align with grant budget and financial records.
  • Assist in preparation of requests for proposals, grants, subgrantee agreements, contracts, applications, and memorandums of understanding.
  • Monitor and track subgrantee use of grant funds to ensure they comply with all applicable regulations, rules, and guidelines.
  • Participate in County and Department audits as requested.
  • Assist staff to adhere to deadlines, procedures, and quality standards; work to resolve any problem or errors.
  • Work collaboratively with various stakeholders to develop and implement programs to support identified goals and outcomes.
  • Assist in the ongoing and regular communication with subgrantees, partners, clients, and the public.
  • Support various boards and councils related to the planning and administration of grants and programs.
  • Presents, writes, edits materials related to assigned programs. Preparation of program reports as required.
  • Provide training and technical assistance related to programs and grants.
  • Performs other duties as assigned.

SUPERVISION RECEIVED: Work is highly independent under the general guidance of a supervisor.

SUPERVISORY RESPONSIBILITIES: This position does not directly supervise other employees.

INDEPENDENT JUDGMENT: Work is highly independent under the general guidance of a supervisor. Worker chooses courses of action in consultation with supervisor as appropriate. Ability to apply common sense understanding to carry out instructions. Discretion and judgment required within the parameters of the job function.


MINIMUM QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:

  • A bachelor’s degree from an accredited college or university in Finance, Accounting, Business Administration, Community Development, Public Administration, or related field. A master’s degree in a relevant area of study is preferred. A minimum of three (3) years of related experience or training is required. Candidates with experience in grant administration, grant writing, accounting, budget, finance, data system management, or related experience are preferred.
  • An equivalent combination of related education, training, and experience that demonstrates the knowledge, skills, and ability to effectively perform the functions of this position may be considered.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge:

  • Knowledge of relevant grant programs preferred.
  • Knowledge of standard industry accounting software preferred.
  • Knowledge and understanding of OMB Uniform Guidance for Federal Awards, Colorado budget laws and regulations, and Generally Accepted Accounting Principles (GAAP) preferred.
  • Knowledge of CRM software platforms preferred. Examples include IDIS, HMIS, or similar products.
  • Strong understanding of data modeling, data cleaning, and data visualization.

Skills:

  • Excellent written and communication skills including ability and proficiency in presenting results in concise reports.
  • Interpersonal skills to build rapport with various stakeholders.
  • Clear and effective presentation of complex information to various stakeholders.
  • Advanced accounting skills.
  • Advanced grant management skills.
  • Advanced proficiency with business software and intelligence platforms, i.e., Excel, Power BI, or Microsoft Dynamics.
  • Experience with creating reports and dashboards.

Abilities:

  • Ability to work independently and with others in an effective manner.
  • Ability to analyze data, define problems, identify potential solutions, develop implementation strategies, and evaluate outcomes.
  • Ability to establish and maintain professional, cooperative working relationships with all levels of staff, community leaders, government representatives, assigned coworkers, and the public.
  • Ability to support implementation of required software systems.
  • Ability to read and understand program planning documents and standards.
  • Ability to lead collaborative efforts to address defined program areas.
  • Ability to apply principles of logical thinking to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to maintain confidential information.

WORK ENVIRONMENT:

Physical Work Environment: Work is generally performed in a typical office environment. This position requires the incumbent to remain available via mobile cellular device/ email access during and after normally scheduled business hours.

Physical Demands: The employee is regularly required to sit and talk or hear. The employee is occasionally required to stand and walk. Specific vision abilities required by this job include the ability to adjust focus. Requires in-person contact with coworkers and business partners. Position is primarily sedentary and requires heavy computer use.

Material and Equipment Directly Used: Computer, iPad or similar device, fax/scanner/copy machine, desk phone, smart phone, and similar equipment.

In the event of an emergency/disaster in or near the County, all County employees are expected to make every effort to be available to assist the County Manager, Elected/Appointed Officials and Department Directors to ensure the continued operation of any and all necessary County functions. This may mean being available to perform additional duties and hours beyond what is normally required. In the event that an exempt employee does work more than 40 hours a week in support of County operations during an emergency, such employee may receive overtime or other appropriate wage compensation in accordance with existing County policies or at the discretion of the County.
