Reporting directly to a County Commissioner, this role performs highly responsible administrative, research, and technical work for assigned County Commissioners. This position requires initiative, independent judgment, and extensive knowledge of district-specific issues, policies, and constituent concerns. Acts as the primary point of contact for constituent services. May provide professional representation for the Commissioner in meetings, events, and communications.

Generally, the hiring range is $68,953-$86,191 annually. Qualifications, education and experience as it relates to the position will be taken into consideration when determining hiring salary.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all inclusive.)

  • Serve as a trusted advisor to the Commissioner, providing timely briefings and updates on county issues, community concerns, and agenda items. Proactively research and track policy developments, legislation, and issues impacting the district, ensuring Commissioners are well-informed and prepared for decision-making.
  • Performs a variety of personal contact work for the Commissioner, including screening of sensitive phone calls and problems, responding to requests for information, concerns and questions from the general public. Receives inquiries and provides information on programs and activities of the Commissioners' office. Refers callers to proper officials, routes communication and records, and relays messages for department personnel. Routes messages and requests to the correct Commissioner or staff.
  • Manages the public email account and ensures timely and complete responses. Confers with Commissioners on email response content, drafts, and issues responses. Interacts with staff on emails referred for their response. Tracks the status of email responses.
  • Creates correspondence for approval by the BCC. Types materials from typed, handwritten copy, or dictation requiring the use of a variety of formats for correspondence and reports. Responsible for correct spelling, punctuation, grammar, and format.
  • Coordinate constituent services by addressing inquiries, resolving issues, and ensuring escalations to appropriate departments are resolved efficiently.
  • Develop and maintain a detailed calendar of Commissioner activities, including scheduling, travel arrangements, and event planning.
  • May attend community events, public meetings, and organizational gatherings, representing the Commissioner, and prepare comprehensive reports summarizing key takeaways.

SUPERVISORY RESPONSIBILITIES: None

CONSEQUENCE OF ERROR: This position requires substantial contact with elected officials, committees, councils, county employees, and the public. The level of contact and correspondence in this office is very sensitive and confidential in nature. The utmost professionalism, discretion, and courtesy is essential in everything this position does. Consequence of error may result in inaccurate or misleading information, which would impact the entire department.

INDEPENDENT JUDGMENT: Work is performed independently. Incumbent must be able to use individual judgement and problem solving skills to accomplish goals and achieve desired results.


MINIMUM QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:

  • Bachelor’s degree in Public Administration, Political Science, Communications, or a related field.
  • Minimum of three (3) years of experience providing high-level administrative and research support in government, nonprofit, or related fields.
  • A comparable combination of education, training, and work experience which provides the requisite knowledge, skills, and abilities for this position may be substituted for the minimum qualifications.


LANGUAGE SKILLS: Ability to effectively communicate in both oral and written form. Speaks clearly and persuasively in positive or negative situations; listens and gets clarification; responds well to questions.


COMPUTER SKILLS: To perform this job successfully, an individual should have intermediate working knowledge of Microsoft Office and related programs.

REASONING ABILITY: Critical thinking skills with an ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems in standardized situations.


OTHER SKILLS and ABILITIES: Thorough knowledge of office practices and general business procedures. Considerable knowledge of government/Board processes. Some knowledge of data information/retrieval systems. Skill in the use of a computer and related equipment. Ability to coordinate, organize, and prioritize. Ability to establish and maintain effective work relationships.

CERTIFICATIONS, LICENSES, & REGISTRATIONS:

  • A valid Colorado Driver License upon hire is strongly preferred. Complying insurance is required to drive on County business. Review of motor vehicle record may be required at time of hire and periodically throughout employment.

  • Work is performed in a typical office environment.
  • Extended work hours may be required to include evenings, weekends, and holidays.

Physical Demands:

  • While performing the duties of this job, the employee is regularly required to sit and operate office equipment.
  • The employee is also regularly required to talk and hear.
  • The employee may be asked to carry at least 25 lbs.

In the event of an emergency/disaster in or near the County, all County employees are expected to make every effort to be available to assist the County Manager, Elected/Appointed Officials and Department Directors to ensure the continued operation of any and all necessary County functions. This may mean being available to perform additional duties and hours beyond what is normally required. In the event that an exempt employee does work more than 40 hours a week in support of County operations during an emergency, such employee may receive overtime or other appropriate wage compensation in accordance with existing County policies or at the discretion of the County.
