This is a professional level position responsible for finance and administrative work in support of various federal, state, local, and private contracts, agreements, and grants.  The incumbent establishes and maintains related tracking systems; manages confidential, personal, and other sensitive information; provides excellent professional customer service while interacting with Subgrantees, staff and the public; and performs related duties as required. Responsible for preparing and processing vouchers, reconciling various data, generating reports, and applying reasonable checks and maintaining documentation and files as needed. ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all inclusive.)
  • Support the Community Services Division in administering assigned grant funds and projects.
  • Responsible for ensuring program compliance with Federal, State, and local regulations. 
  • Communicates with Department leadership through written and verbal updates regarding program issues and opportunities. 
  • Responsible for establishing and maintaining tracking and reporting systems.  
  • Complete monthly, quarterly, and annual reports as required.  
  • Assist in preparation of requests for proposals, grants, subgrantee agreements, contracts, applications, and memorandums of understanding.  
  • Maintain accounting systems including budgets, vouchers, draws, and reimbursement requests. 
  • Assist in the ongoing and regular communication with subgrantees, partners, clients, and the public. 
  • Provide technical assistance to subgrantees, contractors, subcontractors, and other partners to ensure their understanding of specific program requirements and project compliance. 
  • Reviews, tracks, and enters invoices for payment. Responsible for contract review to ensure invoices and back-up documentation are accurate. Must track contract caps and spending patterns and report when needed. 
  • Participate in the monitoring of subgrantees.
  • Participate in County and Department audits as requested.  
  • Maintain and report on consumer satisfaction data. 
  • Create and maintain a database for audit and appeal data which serve as the master receptacle for tracking and follow-up.   
  • Coordinate and manage grant requests, contracts, and agreements for the Community Services Division.
  • Confer with program managers on complex or sensitive inquiries or projects. 
  • Support various boards and councils related to the planning and administration of grants and programs.
  • Monitors, interprets, and enforces County and partner compliance with Federal, State, and local regulations relating to the use of grant funds.
  • Frequent use of state computer systems relating to program management and standard office computer products to organize and execute daily assignments. 
  • Ongoing development of the required planning documents to support the implementation of Federal grants and programs.
  • Responsible for budget and accounting as necessary for fiscal accountability and transparency.
  • Preparation of program reports as required by grantor agencies.
  • Work collaboratively with various stakeholders to develop and implement programs to support identified goals and outcomes.
  • Provides information and referrals related to program areas.
  • Provides training and technical assistance related to programs and grants.
  • Presents, writes, edits materials related to assigned programs.
  • Performs other duties as assigned.
EDUCATION and/or EXPERIENCE:  A Bachelor's Degree from an accredited college or university in Finance, Accounting, Business Administration, Community Development, Public Administration, Planning, or related field. One (1) year of related experience or training. Candidates with experience in grant administration, grant writing, accounting, budget, finance, or related experience are preferred.
An equivalent combination of related education, training, and experience that demonstrates the knowledge, skills, and ability to effectively perform the functions of this position may be considered.
CERTIFICATIONS, LICENSES, & REGISTRATIONS: 
A valid State of Colorado Driver’s License is required at hire date.
