The Lead Elections Specialist assists in the supervision of elections operations and front-line staff. Supports the management staff in oversight of communications, documentation standards, and training. Provides mail ballot and in person voter services, and oversees customer service, voter registration, records, reporting, and outreach. Conducts year-round Elections operations in compliance with State and Federal law, collaborates with the Elections team to prepare for upcoming election cycles, and assists with the administration of elections process areas as assigned. In the absence of management, assumes responsibility for front-line functions associated with elections operations. This is a highly visible position requiring leadership, organizational, and communication skills.  ESSENTIAL DUTIES AND RESPONSIBILITIES:  (The following examples are illustrative only and are not intended to be all inclusive.) 

  • Assists leadership in the oversight and training of staff as directed.
  • Performs and monitors statutory and non-statutory responsibilities to ensure compliance with office policies and procedures, County policy, state statute, and federal regulation.
  • Monitors customer feedback, communicates and collaborates to share information, and create solutions as required.
  • Ensures effective customer service in person, online, and via telephone.
  • Responsible for deescalating customer concerns. Demonstrates skillful and professional public relations when handling public and staff members.  
  • Oversees incoming and outbound mail processing, customer service and communications, accounting, and customer transactions.
  • Provides voter registration support services including entering voter registration forms and other data entry, performing voter registration list maintenance and cleanup, assisting with Colorado voter registration requests, providing and interpreting complex voter registration data.
  • Oversees address verification, confidential voter program, and address confidentiality program.
  • Organizes and prepares outgoing mail ballot materials and voter notices (electronic and mail).
  • Creates, revises, and maintains standard operating procedures to perform role specific functions and to support the team.
  • Reviews and revises communications, standard operating procedures, training materials, and other documentation as needed. 
  • Completes opening/closing procedures for office.
  • Administers state election laws and rules, and federal election laws to provide successful voting experience to staff and public. 
  • Implements quality assurance measures to ensure processes and procedures are tested to evaluate for potential improvement and accuracy. Participates in continuous improvement initiatives and projects as assigned. 
  • Lives out the Vision, Mission, and Core Values of the Clerk and Recorder’s Office, maintaining a supportive environment conducive to teamwork.
  • Establishes and maintains effective working relationships with employees, departments, agencies, vendors, and the public.
  • Performs other duties as assigned; works in any Clerk and Recorder division when necessary.

SUPERVISION RECEIVED:  The Lead must be able to work independently with minimal supervision and know and understand when situations should be advanced to a higher level of authority.   

SUPERVISORY RESPONSIBILITIES:  Work with the leadership to resolve personnel and complex problems as non-routine situations arise. Provides relevant feedback related to training and performance. The Lead is responsible for ensuring the coverage in the front office is adequate during staffing shortages. Exercises indirect supervision of temporary employees and election judges.

CONSEQUENCE OF ERROR: 
  • Errors in judgment or failure to achieve results could have a serious consequence and negatively affect the function of the division, produce negative public perceptions, result in budgetary overrun, flawed decision making by Douglas County, local government entities.  
  • Additional consequences may include non-compliance with Election law and litigation.   

INDEPENDENT JUDGMENT:  
  • Identify opportunities for process and/or productivity enhancements. Design and implement change.
  • Effectively utilize resources (reports, policies, experience, and job knowledge) to draw logical conclusions to problems.
  • Decisions are guided by governing statutes and rules, department/division policies under direction of Division leadership.
EDUCATION and/or EXPERIENCE:  

  • HS Diploma or GED and three years of Elections-related experience is required.
  • Minimum of 3 years customer service experience required.
  • Lead/supervisory experience preferred.
  • Ability to meet continuing education requirements set by the State, County, and the Clerk & Recorder’s Office.
  • Ability to meet technical training requirements due to legislation and business need.
  • A combination of education and experience may be considered.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Acquires and maintains a highly technical working knowledge of relevant laws, regulations, policies, standards, and elections operations procedures. 
  • Ability to work effectively both independently and in a team environment and utilize initiative to direct own and others’ activities.
  • Ability to perform and oversee a variety of complex activities concurrently, allocating time to each according to prioritization. 
  • Applies critical thinking, emotional intelligence, and problem solving abilities to decision making.
  • Acquires and maintains a highly technical working knowledge of relevant laws, regulations, policies, standards, and elections operations procedures. 
  • Proficient skill level in Microsoft Office 365 Suite.
  • Proficient math skills and perform general typing, filing, and collating functions.
  • Competencies in creating, evaluating, and improving business processes. 
  • Effectively lead teams in change environment. 
  • Maintains confidentiality of information consistent with applicable federal, state and county rules and regulations. 

CERTIFICATIONS, LICENSES, & REGISTRATIONS: 

  • Must have and maintain a valid Colorado Driver’s License and complying Colorado Insurance. 
  • US citizenship required.
  • Must pass state and/or national criminal background check annually.
  • Sworn as an agent of the Douglas County Clerk and Recorder’s Office to discharge duties conveyed by  
     CRS 1-1-110; registered to vote in Colorado.
  • Must obtain Secretary of State Election Certification within 1 year from date of hire and maintain certification.
