JOB TITLE:
Watercraft Inspector and Aquatic Invasive Species (AIS) Educator
DEPARTMENT: Land and Resource Management
JOB LOCATION: Public water access sites around Douglas County.
SALARY: $18.84 Hourly for Level I Watercraft Inspector/AIS Educator
$19.85 Hourly for Level 2 Watercraft Inspector/AIS Educator
(*Returning AIS seasonal employees: $.50 per hour additional pay, with a maximum of $2.00 additional, for each season previously worked (season equals a minimum of 32 full days/shifts worked starting the year 2024).
Mileage reimbursement at the federal rate for required travel may apply.
BENEFITS: ESST (Accrue Earned Sick and Safe Time).
HOURS: Generally, day shifts/hours. Part-Time and Full-Time hours are available. Scheduled primarily weekends and holidays.
Temporary/Seasonal work, Flexible scheduling with hours available mid/late May to late summer/early fall.

JOB OBJECTIVES:


Level 1 - Watercraft Inspector and Aquatic Invasive Species (AIS) Educator:
This position involves informing and educating the public about the threats of ecologically harmful aquatic invasive species (AIS) to Minnesota's waters.
Level 1 Inspectors work at public water access sites, inspecting watercraft for invasive species, and educating the public by providing information to watercraft users.

Level 2 - Watercraft Inspector and Aquatic Invasive Species (AIS) Educator:
This position involves informing and educating the public about the threats of ecologically harmful aquatic invasive species (AIS) to Minnesota's waters.
Level 2 inspectors work at public water access sites inspecting watercraft for invasive species, educating the public by providing information to watercraft users, and using modified pressure washer equipment to decontaminate watercraft. Must have the ability to drive a county truck and trailer. Level 1 experience is not a prerequisite for the Level 2 position.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The duties listed are intended only as illustrations of the various types of work that may be performed.   • Inspect watercraft at public water accesses in Douglas County.
  • Provide AIS education and program outreach to recreational boaters, lake users, lake-property owners, and the general public at public water accesses and special events.
  • Use mobile devices to conduct inspections and record survey responses from the general public. Mobile devices are also used for communication with supervisory staff.
  • Conduct AIS early detection searches, as assigned.
  • Demonstrate reliable attendance, punctuality, and professional behavior.
  • Perform all work in compliance with Douglas County Safety Program, including the AWAIR policy and applicable OSHA standards.
  • Based on job assignment may decontaminate high-risk watercraft using modified pressure washer equipment, operate county-owned vehicles, and transport trailer and decontamination units to various public water accesses.
  • Complies with all rules and policies in order to maintain a safe work environment.
  • Reliable, predictable attendance and punctuality.
  • Other duties, as apparent or assigned.

Access to Not Public Data
The incumbent may encounter not public data in the course of these duties. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished, the incumbent must properly store the not public data according to the provisions Ch. 13.

If a new work assignment requires access to not public data, the incumbent is permitted to access not public data for the work assignment purposes only. Any access to not public data must be strictly limited to the data necessary to complete the work assignment and after the assignment is completed, the employee's work assignment no longer requires access.

MINIMUM QUALIFICATIONS:
Required Age
Must be at least 18 years of age.
(Prior to employment start date, must be 18 years of age).

Required Education
High school diploma or G.E.D.
(Prior to the start date, high school students would be required to have graduated).

Required Licenses and Other Requirements:
Possess a valid Minnesota Class D Driver's License or the equivalent and the ability to obtain a Minnesota Class D Driver's License by the start of employment.

Required Knowledge, Skills, Abilities, and Qualities

  • Sound understanding of customer relations with an ability to interact positively with a wide range of customers.
  • Ability to work independently with minimal supervision and as a team member.
  • Ability to communicate clearly and professionally both verbally and in writing.
  • Willingness to work odd hours and in adverse weather conditions.
  • Familiarity with the Microsoft Office suite of programs and mobile technology, including apps.

PREFERRED QUALIFICATIONS
Preferred Education
  • Additional years of education, beyond the minimum qualifications.
  • Associate's degree or higher in law enforcement, law, natural science, or a closely related field. A diploma must be achieved by May of the current year.
Preferred Experience
  • Experience operating pressure washing equipment.
  • Previous watercraft inspection experience.
  • Experience working for a governmental or regulatory entity.
  • Experience operating and maintaining watercraft.
  • Experience with data entry on a laptop or tablet computer.
  • Previous experience with towing/trailering or ability to learn.
Preferred Licenses and Other Requirements:

Preferred Knowledge, Skills, Abilities, and Qualities
  • Ability to identify Minnesota's aquatic invasive species.
  • Provide outstanding customer service and project a positive image of Douglas County to residents and customers.
  • Interest in environmental science, natural resource management, fisheries management, law enforcement, or other closely related fields.
  • Working knowledge of various types of watercraft.
  • Ability to coordinate multiple tasks within a professional setting.
  • Understand and follow supervisor directions, work rules, policies, and procedures.

WORK ENVIRONMENT
Work is 85% outdoors in summer and fall weather (including adverse weather conditions) in Minnesota climate. 15% indoors or in a vehicle. Works with co-workers and the public constantly. Frequent exposure to lake water. Exposure to high temperature/high-pressure water residual spray. Rare exposure to gasoline/oils.

HOURS
Part-Time and Full-Time hours available. Temporary/Seasonal work, mid/late May to October.
Generally, day shifts/hours. Flexible scheduling. Scheduled primarily weekends and holidays.
  • Must be available to attend training classes held in May.
