DESCRIPTION

Responsible for directing and administering the County's Human Resources programs and activities, including personnel management and labor relations, classification and compensation, training and development, health and wellness, benefits administration, affirmative action, policy development, and risk and liability management programs; partners as a key member of the executive team in aligning and providing resources to meet County goals and objectives.

ESSENTIAL FUNCTIONS

  • Manages and directs the activities of assigned staff; coordinates prioritizes and assigns tasks and projects; reviews work progress and activities; directs the recruitment and selection of staff; undertakes disciplinary action as required; conducts performance evaluations; ensures appropriate scheduling of staff to ensure proper operational coverage.
  • Develops, writes, and interprets personnel policies, procedures and other administrative regulations; responds to inquiries and recommends solutions to Human Resources issues, complaints, and legal actions; identifies legal requirements and government reporting regulations and ensures compliance; represents the County at personnel-related hearings and investigations.
  • Provides advice and counsel to the County Manager and senior management on human resources management practices, emerging issues among managers and employees, and changes in employment law and regulations; oversees resolution of employee disciplinary issues and employee complaints.
  • Oversees compliance with bargaining unit contracts; works as a member of the negotiation team, with respect to employee/employer relations and other matters of collective bargaining; conducts grievance hearings and investigations and advises management in appropriate resolution of employee relations issues.
  • Oversees recruitment, testing/screening, and selection procedures for the County; provides consultative support for departments in the development of interview questions, screening forms, selection process, testing, and background investigations; ensures that the County is in compliance with Federal and State EEO/ADA laws relative to hiring and program entitlement.
  • Administers and develops benefits programs including life, health, dental and disability insurances, pension plans, vacation, sick leave, leave of absence, employee assistance program, and health and wellness program; oversees and negotiates contracts with outside suppliers to provide these employee services.
  • Prepares agenda action sheets, staff reports, and related correspondence for the Board of County Commissioners and related meetings.
  • Oversees classification and compensation studies and analysis; oversees position control, personnel records, job audits, and recommends appropriate salary range for classifications; develops and administers salary administration program to ensure compliance and equity within the County; administers performance review program to ensure effectiveness, compliance, and equity within the County.
  • Prepares and administers the Department's budget.
  • Administers the County's Risk Management program, including Worker's Compensation and Liability administration, EAP, FMLA, USSERA and ADA issues, return to work program, and policies and procedures.
  • Oversees various contracts concerning insurance, unemployment, flexible benefits, deferred compensation, temporary assistance, third party administration, etc.; ensures the County is receiving the best service for its contract dollars; acts as liaison for JOIN, PERS, and other benefit programs.
  • Oversees the maintenance of all personnel records, including benefit plan participation (insurance and pension plan), personnel transactions (hires, promotions, transfers, performance reviews, and terminations), and employee statistics for government reporting.
  • Oversees and/or participates in various committees, including Benefits, Safety, Classification/Job Evaluation, and various other ad-hoc committees.
  • Administers County health and wellness strategy and programs; develops and implements health management/well-being programs and resources; monitors and tracks programs to provide measurable results of program effectiveness in meeting objectives.
  • Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and Experience:

Bachelor's Degree in human resources administration or a closely related field; AND five (5) years of management-level human resources experience; OR an equivalent combination of education, training and experience.

  • Concepts, principles and procedures of human resources administration.
  • Principles and practices of job analysis, recruitment, selection, classification, compensation, labor relations, affirmative action, employee assistance and/or employee development.
  • Applicable laws, codes and regulations.
  • Principles and techniques of preparing effective written informational or educational materials.
  • Data sampling and statistical analysis techniques.
  • Administrative principles and practices, including goal setting, program development, implementation and evaluation, and the management of employees.
  • Principles and practices of developing teams, motivating employees and managing in a team environment.
  • Principles and practices of budget development and administration.
  • Records management principles and practices.
  • Techniques for dealing with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone, occasionally where relations may be confrontational or strained.
  • Principles and techniques of making effective oral presentations.

Skill in:

  • Performing professional-level human resources duties in a variety of disciplines.
  • Interpreting, applying and explaining applicable laws, codes and regulations.
  • Planning, organizing and administering comprehensive human resources programs.
  • Training others in policies and procedures related to the work.
  • Developing and implementing goals, objectives, policies, procedures and work standards.
  • Developing effective work teams and motivating individuals to meet goals and objectives and provide customer services in the most cost effective and efficient manner.
  • Interpreting, applying and explaining complex federal, state and local laws related to the administration of a human resources system.
  • Preparing clear and concise reports, correspondence and other written materials.
  • Using initiative and independent judgment within general policy guidelines.
  • Dealing successfully with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone, occasionally where relations may be confrontational or strained.
  • Making effective oral presentations to large and small groups.
  • Using initiative and independent judgment within established procedural guidelines.


REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:

  • Nevada Driver's License.
  • Senior Professional Human Resources (SPHR) certification, or obtained within 12 months if similar certifications are held.

CONDITIONS OF EMPLOYMENT:

  • Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.

Douglas County contributes 33.50% of an eligible Regular Member and 50% of an eligible Police and Fire Member's salary for retirement. Deferred Compensation Plans – Employees can participate in the VOYA Retirement Plans, which is funded by the employee.

Paid Leave
12 paid holidays per year. Generous paid leave accrual's including 96 hours sick annually, begin accruing 120 hours annual leave each year. Administrative leave of 5 days or 3 days annually applies to some positions. Health Insurance
The County has rich benefits plans to choose from: Preferred Provider (PPO) and Health Savings Account (HSA) with supplemental benefits to include: prescription plan, dental plan, vision, life insurance opportunities, cancer insurance, and disability insurance. Benefit eligibility is the 1st of the month following 30-day waiting period or 60 days, depending on the position. Compensation
Douglas County's compensation system is based on Pay for Performance wherein employees are eligible for annual performance evaluations. The current structure consists of merit increases up to 3% on a qualifying employee's anniversary and Cost of Living Adjustments based on the Consumer Price Index during the first pay period of each fiscal year. The COLA will be up to 5% depending on the CPI each year. Additionally, eligible employees can be recognized for outstanding performance, above and beyond the call of duty, and receive additional compensation through the Recognition of Excellence Program.
