THE POSITION
Douglas County Juvenile Department
Full time non-exempt position. Includes excellent benefit package, including medical/vision/dental/long-term disability/basic life coverage and County-paid PERS retirement after required waiting periods.
Onsite (Courthouse complex) childcare available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only). Availability is subject to center waitlist.
NOTE: It is anticipated that the current Juvenile Director will be retiring at the end of calendar year 2025. The Assistant Juvenile Director will be given first consideration for that position prior to the County opening a general recruitment. The Juvenile Director salary range is $108,222 to $143,353
Job Summary:
The Assistant Juvenile Director performs broad administrative oversight of multiple divisions of the Douglas County Juvenile Department, provides leadership and direction in the day-to-day operations, programs, and services, including the security and safety of facilities in compliance with stringent judicial, state and county legal guidelines. Serves as second in command and has broad authority in decision making.
Essential Functions:
This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job.
1. Supervise, coordinate, monitor, and oversee daily operations of Accountability Services Division staff, Juvenile programs, delivery of services, and assigned caseloads; ensure work is in compliance with appropriate regulations and department standards. Oversee the development of complex reports and correspondence, and act as subject matter expert for guidance to other departments and/or outside agencies. Serves as member of department management team and participates in development of goals and objectives.
2. Assess program needs; participate in establishing and interpreting policy; partake in the selection, training, and evaluation of staff; and assist in union negotiations. Develop and maintain internal staff development program, coordinate and oversee training compliance to meet all statutory and regulatory requirements; provide training, consultation, and education to staff, service providers, schools, and the public. Evaluate work performance and assume accountability for work performed.
3. Serve as Chair of the Douglas County Community Resources Staffing Committee; represent department and serve as department liaison to the community, Juvenile/Circuit Court, Adapt, other service groups, committees, law enforcement, Board of County Commissioners, and other community partners and governmental bodies.
4. Develop and maintain a variety of required records, reports, tracking systems and statistical data as required by state law and department policy; monitor agreements, contracts, and other related program requirements.
5. Oversee the use of placement resources for delinquent youth; coordinate activities between youth and community resources; assist in referral of youth from one agency or treatment to another.
6. Serve in the role of Hearings Officer for Preliminary Revocation Hearings involving youth under the supervision of the Oregon Youth Authority who have been paroled from Youth Correctional Facilities and alleged to be in violation of parole.
7. Perform other duties or special projects of a similar nature and level, as assigned.

POSITION REQUIREMENTS:
Any equivalent combination of education and experience, which demonstrates the knowledge, skills and abilities required, will be considered. however, the following is preferred:
- Bachelor’s degree in social work, criminal justice, psychology, corrections, or related field plus at least six years of experience in juvenile justice field that includes at least three years in a supervisory capacity or program management.
- Oregon driver's license.

Background Investigation: While not part of initial applicant screening, the finalist for this position will be required to pass a criminal history background as part of a contingent offer of employment. Conviction of a crime may not necessarily disqualify an individual from employment. Successful candidates for this position must also pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check. The CJIS Clearance is done within the first 30 days of employment and is processed at no expense to the applicant/employee.
Position may require infrequent driving. Finalist will be asked to provide a driving history that meets theDouglas County Driver Policyas part of contingent offer of employment. Failure to provide a driving record that meets the Policy will not necessarily exclude an applicant from employment.
