POSITION OVERVIEW
Position performs high-level administrative, professional, and supervisory work to manage capital programs including program-level management and direction of the transportation department design and construction programs. Work requires exceptional leadership, teamwork, and the use of independent judgment within established policy guidelines.
ESSENTIAL JOB FUNCTIONS
- Plan, organize, perform, schedule, and coordinate the planning, funding, design, public involvement, right-of-way acquisition, environmental, and construction phases of transportation infrastructure improvement capital projects.
- Oversee preparation of grant applications, plans, specifications, estimates, and contract documents.
- Prepare, audit, and administer capital project budgets.
- Assist with planning and preparing capital program budgets, goals, and objectives.
- Review engineering, testing, investigation, and contractor work product.
- Verify compliance with Federal, State, local, and department laws, ordinances, and codes.
- Assign, train, supervise, and evaluate the work of staff within the capital programs division.
- Participate in the employment process within the division including hiring, rewards, and training.
- Prepare technical reports and presents recommendations.
- Respond to citizen concerns, complaints, and issues.
- Coordinate the design of various public works projects that may include roads, bridges, stormwater, water, and sewer as well as other elements as assigned.
- Ensure projects remain within the established scope, budget, and schedule.
- Diagnose construction problems and rectify with speed and accuracy.
- Identify and coordinate multiple funding sources for the programs of the department.
- Present verbal and written reports to a variety of audiences.
- Ensure accurate and efficient maintenance of project and department files, records, and reports.
- Assist with developing, interpreting, and implementing department policies and procedures or other technical, administrative, or management duties as assigned.
- Conducts and / or reviews performance evaluations to guide the development of employees and encourage professional growth, provide records of performance and ensure consistent evaluations and regular feedback throughout assigned programs, duties and responsibilities.
- Interprets and applies terms and conditions of collective bargaining agreements and personnel policies applicable to the employees supervised by this position.
- Works with Human Resources on employment recommendations relating to collective bargaining agreements.
- Physically perform the essential functions of this position.

- WSDOT Standards, Special Provisions, LAG Manual, Design Manual, MUTCD, and AASHTO.
- County policies and procedures relating to all aspects of transportation.
- Interpret and use statutes, ordinances, and regulations regarding County roads and public works programs.
- Application processes involving successfully securing alternative and creative funding sources such as grants, loans and entitlements.
- Principles and practices of leadership, personnel administration, and management.
- Collaborative negotiation techniques.
- Problem solving techniques and the use of independent judgement and initiative.
- Advanced communication skills, both verbally and in writing.
- Strategic planning, budget preparation, oversite, and accountability.
- Operate a personal computer and software necessary to perform the requirements of the job.
- Public speaking on a variety of levels, ranging from small groups to large public meetings.
- Ability to interpret and apply provisions of the applicable collective bargaining agreements and personnel policies regarding employees under this position’s supervision inclusive of coordinating with Human Resources.
- Effectively dealing with people who may be emotionally charged by issues and information.

Supervisory Responsibility
- This position has supervisory authority in accordance with the personnel policy.
PHYSICAL REQUIREMENTS / WORKING CONDITIONS
- Work is performed in an office and field setting with extended periods of sitting, standing, bending, kneeling, walking, and lifting (up to 40 pounds waist high).
- Driving, climbing stairs, and walking outdoors on uneven terrain in a variety of weather conditions.
- Environment may be stressful in striving to meet deadlines.
- May work an alternative schedule at the sole discretion of the County.
- Potential for working evenings, occasional weekends, holidays, overtime, and out of town travel.
LICENSES, CERTIFICATES AND OTHER RECRUITING REQUIREMENTS
- Any combination of the following: 1) Bachelor of Science in Civil Engineering and two years of experience in project management, or 2) Engineering Tech Degree and four years of experience in project management, or 3) six years of experience in project management.
- Washington State Professional Civil Engineer license or become licensed in Washington State within one year of hire.
- The County may, at its discretion, consider combinations of education, experience, certifications and training in lieu of specifically required qualifications contained herein.
- A background security check may be required if a job offer is made.
- Valid Washington State driver’s license.
