POSITION OVERVIEW

The Development Services Manager leads a division of engineers, planners, and technicians who provide permitting, roadway engineering, construction inspection, stormwater engineering, and transportation planning services to the development community, the county’s citizens, and Douglas County staff. The position requires work in disciplines of administration, engineering, management, planning, and permitting and skills in supervision of project management and personnel. The Development Services Manager is required to comply with and enforce established procedures, policies, and professional practices for the Transportation Department. Work requires exceptional leadership, teamwork, and the use of high-level independent judgment. Directly reports to County Engineer. This position performs other duties as assigned.

ESSENTIAL JOB FUNCTIONS

  • Supervises the work activities of assigned support staff including but not limited to engineers, inspectors, and technicians.
  • Coordinate and document departmental reviews of development proposals, annexation requests, utility extensions, various impacts analysis (traffic, and stormwater, etc.), and activities within and adjacent to the public right-of-way for compliance with Federal, State, and local regulations.
  • Assist with comprehensive transportation planning functions to ensure compliance with policies and standards; coordination and updating transportation improvement plans and programs.
  • Collaborate research, preparation and update of comprehensive plans, capital facilities plan, policies, reports, and other documents.
  • Make oral and written presentations and recommendations to the Douglas County Board of Commissioners, Planning Commission, and multiple audiences.
  • Recommends, drafts and reviews county regulations and policies pertaining to development review as administered under the county engineer.
  • Participates and recommends budget needs related to the Development Services Division.
  • Responds to and addresses citizen concerns in writing and verbally.
  • Assist with developing, interpreting, and implementing department policies and procedures or other technical, administrative, or management duties as assigned.
  • Conducts and / or reviews performance evaluations to guide the development of employees and encourage professional growth, provide records of performance and ensure consistent evaluations and regular feedback throughout assigned programs, duties and responsibilities.
  • Interprets and applies terms and conditions of collective bargaining agreements and personnel policies applicable to the employees supervised by this position.
  • Works with Human Resources on employment recommendations relating to collective bargaining agreements.

KNOWLEDGE, SKILLS, AND ABILITY REQUIREMENTS

  • Engineering principles governing design of transportation, stormwater infrastructure, hydrology, hydraulics, and construction of said improvement.
  • Engineering mathematics, principles, practices and current literature, trends and developments in the civil engineering field, specifically related to transportation stormwater, and public works.
  • Federal, State and local laws, rules, regulations, and processes as related to development.
  • Interpreting policies, procedures, laws, and regulations.
  • Attention to details and accuracy.
  • Advanced verbal, non-verbal, oral and written communication including interpersonal, llistening, negotiation, problem-solving, and decision-making.
  • Possess research and data analysis skills, to arrive at appropriate conclusions, and prepare recommendations.
  • Follow established policies and procedures and attain high standards for quality control.
  • Establish and maintain effective working relations with department employees, other County employees, other agencies staff, applicants, design and construction representatives, and citizens.
  • An ability to organize and prioritize duties and multi-task in a time sensitive environment while balancing and addressing demands from multiple sources and projects simultaneously.
  • Exercise judgment and discretion concerning sensitive or confidential matters.
  • Operate standard office equipment, including but not limited to: personal computers with Microsoft Office Suite and other database and spreadsheet software.
  • Use and operate equipment common in the engineering trade.

SUPERVISORY RESPONSIBILITY

  • This position supervises bargaining unit personnel covered by labor agreements and in consistency with the Douglas County personnel policy.

PHYSICAL REQUIREMENTS / WORKING CONDITIONS

  • Work is performed in an office and field setting with extended periods of sitting, standing, bending, kneeling, walking, and lifting (up to 40 pounds waist high).
  • Evaluate and investigate projects on active construction sites, undeveloped properties and open right-of-way, including level and uneven terrain.
  • Driving, climbing stairs, and walking outdoors on uneven terrain in a variety of weather conditions.
  • Working alone and independently much of the time.
  • Potential for working evenings, occasional weekends, holidays and out-of-town travel.
  • A work schedule other than a traditional 8:00-5:00, Monday through Friday may be required. This decision is at the sole discretion of the County.

LICENSES, CERTIFICATES AND OTHER RECRUITING REQUIREMENTS

  • Washington State Professional Civil Engineer license or license from a State having reciprocity with Washington and obtain reciprocity licensing within one year of employment.
  • Possess a broad base of experience in civil engineering.
  • Possess knowledge of the development process both from a regulatory and private perspective. Two (2) years’ experience minimum, five (5) years’ experience preferred.
  • The County may, at its discretion, consider combinations of education, experience, certifications and training in lieu of specifically required qualifications contained herein.
  • A valid Washington State Driver’s License is required.
  • A background security check may be required if a job offer is made.

Job Type: Full-time

Pay: $9,027.00 - $10,956.00 per month
