OVERVIEW
Position is responsible for supervising a litter control crew comprised of students from Chelan or Douglas County and overseeing the implementation of the established Litter Control Program Calendar.
ESSENTIAL JOB FUNCTIONS
- Self-starting individual who can work independently, who will conform to established operating and safety procedures uses good judgment and understands the necessity of operating vehicles, equipment and themselves in a safe and responsible manner.
- Use good judgment and understand the necessity of providing a safe work environment for the litter control crew members.
- Operate a program vehicle and trailer in a safe and responsible manner.
- Demonstrate and maintain a desire and willingness to establish and maintain a positive and productive working relationship with all the litter crew members.
- Comply with all Washington State highway, County, local laws and regulations and Labor & Industries worker safety laws and regulations.
- Conduct daily safety inspections of the program vehicle, trailer and equipment to assure their safe operation keeping and maintaining them in a clean and organized manner.
- Keep the program supplies and materials in an organized manner. Responsible for maintaining a current and accurate program inventory.
- Conduct weekly safety training for litter control crew members and enforce safety.
- Document all illegal dump sites, litter activities and clean-ups. Responsible for maintaining and submitting all work-related program reporting forms in a timely and accurate manner.
- Prepare an end of program evaluation of the Litter Control Program.
- Perform other duties as directed or required.

- This position is responsible for assisting with cleaning up homeless encampments both active/inactive and illegal dumps around Douglas County.

Supervisory Responsibility
- This position has supervisory authority in accordance with the personnel policy.
PHYSICAL REQUIREMENTS / WORKING CONDITIONS
- Work is performed in a field setting outside or within enclosed / unheated facilities with extended periods of sitting, standing, bending, kneeling, walking, and lifting (up to 50 pounds waist high).
- Driving, climbing stairs, and walking outdoors on uneven terrain in a variety of weather conditions.
- May work an alternative schedule at the sole discretion of the County.
- Potential for working evenings, occasional weekends, holidays, overtime, and out of town travel.
- Outside work including weekends during different program events on weekends in a variety weather conditions.
- Requires an individual who is self-motivated and can work with minimum direct supervision.
- A non-traditional work schedule may be required.
LICENSES, CERTIFICATES AND OTHER RECRUITING REQUIREMENTS
- High school diploma or GED and three years of work experience.
- Valid Washington State driver’s license is required.
- Current Good Samaritan First Aid and Basic First Aid CPR card or their equivalent is required.
- Clear background check must be completed to work with minors.
- Physical, drug, and alcohol testing may be required if a job offer is made. Drug and Alcohol testing is required if job offer is made. Testing positive on either test may be considered grounds for disqualification from employment for this position.
