Youth Homelessness System Improvement (YHSI) Specialist Job Description
GENERAL RESPONSIBILITIES
The Youth Homelessness System Improvement (YHSI) Specialist assists in the implementation and oversight of a cross-CoC Youth Action Board (YAB) and assists in the development and implementation of cross-system navigation for youth and young adults experiencing homelessness. The position is grant-funded.
EXAMPLES OF WORK
· Technical assistance and training related to prioritizing youth experiencing homelessness in IL-516 CoC planning and best practices for housing youth/young adults
· Convene and facilitate youth provider workgroup’s quarterly meetings
· Coordinate with IL-516 CoC partners to implement youth-inclusive Coordinated Entry guidance and incorporate a standard tool throughout IL-516 CoC to assess young adults entering the homeless system
· Assist in developing YHSI grant requirements for the IL-516 CoC.
· State agency cross-systems coordination
· Partner with stakeholders to develop youth housing policies and standards by which existing systems will need to meet to effectively and efficiently respond to homeless and unstably housed youth/young adult populations with a history of trauma and/or victimization
· Stay informed of community services and programs and available resources
· Attend agency required meetings
· Performs other duties as required
QUALIFICATIONS
- Knowledge of federal, state, and local homeless policies, program guidelines and practices is highly preferred.
- Ability to establish excellent relationships and work cooperatively with individuals, groups, and organizations.
- Strong written, verbal, and presentation communication skills. Ability to communicate clearly.
- Strong time management skills and the ability to multi-task and prioritize in a fast-paced environment, while exercising sound judgment.
- Strong analytical skills and abilities.
- Proficient in computer operations as well Microsoft Outlook, Word, Excel and PowerPoint.

SALARY AND BENEFITS
The introductory salary range for this position is $34,000 to $36,000 per year, with raises available each July 1, based on funds availability. Fringe benefits include paid holidays, up to 19 paid leave days per year, group health insurance, life and disability insurance, direct deposit, matching retirement, and an Employee Assistance Program.
WORK CONDITIONS AND ENVIRONMENT
This is a full-time position requiring 40 hours per week. This employment is contingent upon continued funding for this position. The YHSI Specialist reports to the Dove-Homeward
CoC Supervisor. The program office is located at 788 East Clay Street. This position is funded through a grant, and no promise of employment is made beyond the end of that grant period.
