Summary:
The Energy Program Manager will be the lead for planning and managing implementation of energy efficiency and sustainability initiatives and projects. This position will focus on implementing energy efficiency programs offered under the new Northern Rural Energy Network (NREN) and delivered locally by Dow & Associates on behalf of the Mendocino Council of Governments. The Northern Rural Energy Network programs that will be implemented by this position are part of a new partnership between the Mendocino Council of Governments, Lake Area Planning Council, Redwood Coast Energy Authority, and Sierra Business Council. Program initiatives will include public and residential equity programs, rebate/resource programs, energy assessments, workforce training programs, and codes and standards support. This will be a full-time position based in our Ukiah office, with an option for hybrid work in addition to local travel to work with customers and local organizations.

Dow & Associates provides staffing and operations to the Mendocino Council of Governments (MCOG) and Lake Area Planning Council (APC)—the regional planning agencies in Mendocino and Lake Counties—under long-term contracts. Our small firm offers a friendly and welcoming working environment in the Ukiah area. Our work for MCOG and the APC focuses on regional transportation, economic development, housing, and with the addition of recent programs, climate and energy.
Duties and Responsibilities:

- Oversee the day-to-day functions of MCOG’s NREN program implementation
- Develop program marketing and outreach strategies
- In collaboration with the Director, assist with strategic planning and development of programs
- Perform and oversee routine program activities, such as energy auditing, project design and analysis, consultation with customers, tracking, and reporting
- Interact with members of the public, local government agencies, and local businesses to deliver energy efficiency programs and connect customers with additional relevant resources
- Collaborate with administrative staff to develop and manage program budgets, schedule, and resources
- Manage vendor, contractor, consultant, and third-party relationships
- Prepare and submit invoicing to the NREN Lead Administrator
- Conduct program cost effectiveness assessments
- Collaborate with NREN Governing Partners
- Monitor and respond to CA Public Utilities Commission’s regulatory policies in collaboration with NREN partners
- Provide technical assistance to the public, deliver training, and represent MCOG at external events
- Prepare report and monitor key performance metrics to assess program success
- Provide written and verbal reports to the MCOG Board of Directors regarding implementation of programs
Qualifications:
Education/Experience:
- Education or experience equivalent to a bachelor’s degree or greater in energy management, engineering, environmental sciences, or a closely related field
- Minimum of two years of experience in a related position
Knowledge Of:
- Energy technologies, principles of energy management, usage, efficiency, and conservation
- Local and state level energy policy and goals
- Principles of energy auditing
- Principles and methods of program development, implementation, and project management
Preferred Skills/Qualities:
- Proficiency with basic Microsoft Office products (Word, Excel, Outlook and PowerPoint)
- Strong written and verbal communication skills
- Ability to be a self-starter
- Ability to conduct technical and quantitative analysis
- Ability to successfully manage multiple programs simultaneously
- Ability to set priorities and meet deadlines
- Ability to interact with a variety of customers, including public, local government representatives, and members of the business community
