Summary

The Senior Water Resources Project Engineer 2 performs expert-level planning, analysis, and design for a variety of complex water resource projects including irrigation canals, dams, storm drainage systems, stream restoration and fish passage, bridges and culverts, and more while leading and mentoring others to do the same. Duties may include field investigations and inspections, hydrologic and hydraulic analysis, watershed modeling, alternatives analysis, design and drafting, cost estimating, technical report writing, preparation of scope and budgets for new projects, conducting quality control checking of others’ work, frequent client coordination, and other tasks as needed on DOWL’s largest and most challenging projects. The person in this position is expected to exercise a strong work ethic and expert-level professional judgment, a desire to teach new design concepts to others, perform autonomously at the highest levels while training and mentoring others with less experience, and have excellent organizational and communication skills. A Senior Water Resources Project Engineer 2 is a leader that has mastered all technical aspects of the position, is expected to work well with others, absorb and apply constructive criticism, provide constructive feedback to others in a highly effective manner, and confer with other experienced members of the team as necessary.

Software

  • Microsoft Office (Outlook, Word, Excel) - Advanced to Mastery
  • Market Sector Software (water resource, GIS, and CAD software) - Mastery

Technical Expertise

  • Technical expert
  • Leads mentoring efforts for the market sector
  • Works with industry groups to innovate and advance the technical field
  • Develops and/or improves internal processes geared towards technical excellence
  • Advanced awareness of technical aspects of other market sectors

Teamwork

Functions as technical service leader with excellent communication and interpersonal skills. Mentors others on how to lead, provides team direction and oversight, and is a problem solver.

Project Delivery

Leads the production of and provides quality control for the following:

  • Site investigation
  • Design calculations
  • Technical reports and memos
  • Exhibits and figures
  • Construction quantity calculations and cost estimates
  • Design documents and construction plans
  • Complete technical sections of permit applications
  • Presentation content and slides
  • Prepare content for bidding addenda
  • Construction inspection of designed components

Understanding Budget and Schedule

Advanced understanding of scopes, schedules, and budgets. Develops budgets and schedules for complex tasks. Breaks down complex projects into logical tasks. Mentors others on above. Able to prioritize multiple assignments to successfully deliver all assigned projects on time and on budget.

Industry Standards and Regulations

  • Able to expertly identify, interpret, and employ design codes and technical guidance documents
  • Understands when deviation from design codes is appropriate
  • Actively mentors others on interpreting, understanding limitations, and identifying appropriate deviations from design codes and technical guidance
  • Works with regulators and technical groups to develop new or improve existing design codes and technical guidance documents

Client Interaction

Frequent direct communications with clients on large/complex projects. Leads technical client project meetings. Understands appropriate messaging and legal risks. Engages as industry expert on complex projects and pursuits. Leads technical aspects of project interviews. Mentors others on above.

Other duties as assigned.

Level of Work/Accountability

Technical expert that performs/supervises the most technically complex and demanding project work. Leads the market sector to produce quality results. Oversees mentoring/training of technical staff. May perform project management duties as needed.  

Supervisory Duties

May be a supervisor:

  • Oversees team operations and the daily workflow of the team
  • Organizes workflow and ensures that employees understand their duties or delegated tasks
  • Recruits and hires new employees
  • Implements training for new hires and identifies training opportunities for current staff
  • Communicates information from leadership to employees and vice versa
  • Monitors employee productivity and provides constructive feedback and coaching
  • Sets goals for performance and deadlines in ways that comply with company’s plans and vision and communicates them to employees
  • Provides constructive and timely performance evaluations
  • Decides on reward and promotion based on performance
  • Handles discipline and termination of employees as needed and in accordance with company policy

Education and/or Experience

  • Bachelor's Degree required
  • Years of experience required: 20 years
  • Years of experience required with advanced degree: 19 years

Certificates, Licenses, Registrations

  • PE required
  • CFM, CWRE, PH, D.WRE encouraged
  • Must have a valid driver’s license and a good driving record

While performing the duties of this position, the employee is regularly required to sit. The employee is required to talk and hear. The employee is regularly required to stand, walk, and use hands. The employee must occasionally navigate uneven terrain during site visits for engineering investigations and construction observation. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this position include close vision and ability to adjust focus.
