Summary

In 2016, the Downtown Women's Center and Rainbow Services founded the cross-sector Domestic Violence & Homeless Services Coalition (DVHSC) with the goal of creating a client-centered system that increased access to safe housing and supportive services for survivors of domestic violence and their families. Since then, the DVHSC has grown to become the largest coalition of its kind in the country, with more than 800 individual members and 244 member organizations from across the state of California.

The Domestic Violence Homeless Services Coalition (DVHSC) seeks a dedicated and strategic Senior Manager to lead its day-to-day operations and oversee initiatives that transform systems, increase access to safe housing and supportive services for Survivors, and advance the Coalition's mission and priorities. Reporting to organizational leadership, the Manager will foster cross-sector collaboration, elevate Survivor voices, and ensure the effective execution of DVHSC's governance structure, programing, and advocacy efforts.

Leadership & Strategic Execution

  • Implement the strategic goals and priorities set by DVHSC's Core Team to achieve the mission of ending homelessness for Survivors of gender-based violence and their families in Los Angeles.
  • Ensure the smooth functioning of the Coalition's governance structure, aligning activities with DVHSC's values and priorities.
  • Serve as a key representative for DVHSC, fostering trust and collaboration with stakeholders, members, and funders.
  • Governance & Programing Management
  • Lead the Core Team in developing workgroup and all member meeting content, advancing the Coalition's Policy Platform, and evaluating impact.
  • Oversee the implementation of programs under the Survivor Leadership and Allyship initiative, ensuring Survivor voices are central to all activities. Lead efforts to engage Survivors through training, mentorship, and preparation for meetings and advocacy efforts.
  • Manage workgroup activities, including Systems & Funding, Training & Education, Allyship, and All Member Meetings, ensuring alignment with Coalition priorities, member engagement, and movement towards systems change results.

Partnerships & Collaboration

  • Build and maintain relationships with domestic violence and homeless service organizations, city and county agencies, legal services, philanthropic partners, researchers, and Survivor advocates to increase member base and collective results.
  • Foster collaboration across workgroups and with DVHSC members to drive systems change.
  • Promote knowledge-sharing and capacity-building through All Member Meetings, DVHSC Summit, and other training opportunities.
  • Advocacy & Policy Implementation

  • Work with the Core Team to develop and update Policy Platform as needed.
  • Support advocacy efforts to advance DVHSC's Policy Platform, ensuring a focus on increasing permanent housing resources for survivors of gender-based trauma.
  • Lead LA City and County efforts to implement a Centralized Access System to maximize utilization of DV / IPV resources for survivors to ensure access to safety, permanent housing, and stability. Lead pilot program to assess feasibility of implementation among providers, city, and county partners.
  • Collaborate with regional partners and government agencies to integrate policy and funding solutions that benefit Survivors.
  • Ensure advocacy efforts are informed by lived experience and data-driven insights. Collect data and integrate research into Coalition briefs and advocacy papers.
  • Document Coalition's best practice and disseminate through advocacy channels.
  • Support scaling of DVHSC model to other communities through facilitating webinars, disseminating our toolkits, networking opportunities, and conference presentations.
  • Training & Capacity Building

  • Coordinate the work of the Training & Education Workgroup, facilitating the development and delivery of training and workshop initiatives.
  • Organize knowledge-sharing events, including the DVHSC bi-annual Summit and All Member Meetings, on topics such as trauma-informed care, safety planning, policy change, funding resources, coordinated entry, centralized access, and LGBTQI inclusivity.
  • Equip Coalition members with tools and knowledge to effectively serve Survivors.
  • Administration

  • Maintain and manage the Coalition's listserv and member database.
  • Monitor and respond to Coalition emails in a timely and professional manner.
  • Update and maintain the Coalition's website to ensure accurate and relevant information.
  • Schedule Core Team, Summit, Workgroups, and All Member meetings, coordinating logistics and communications.
  • Coordinate advocacy efforts by scheduling and marketing initiatives to the membership base.
  • Qualifications

  • Experience in nonprofit management, coalition-building, or systems change, preferably in domestic violence, gender-based violence, or homeless services.
  • Strong understanding of trauma-informed care, low-barrier service models, and Survivor-centered approaches.
  • Proven ability to manage and develop programs, facilitate meetings, and foster collaboration among diverse partners.
  • Experience with advocacy, leading trainings, and implementing policies aligned with equity and inclusion.
  • Strong communication skills and the ability to represent DVHSC effectively with partners.

  • Exceptional verbal and written communication skills to advocate effectively, lead meetings, and deliver compelling presentations to various audiences.
  • Supervisory Responsibility :

    Potential to oversee volunteers and interns.

    Work Environment :

    This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

    Physical Demands :

    The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk and hear. Specific vision abilities required by this job include close vision and ability to adjust focus. This would require the ability to lift files, open filing cabinets and bend or stand on a stool as necessary.

    Position Type and Expected Hours of Work :

    This is a full-time, exempt position. Office hours are 9 : 00am to 5 : 30pm with flexibility to work evenings and weekends when necessitated by various initiatives, one-day events, meetings, or conferences.

    Travel :

    Local travel to meetings, workshops, and conferences. Potential for occasional statewide or national travel for advocacy efforts.

    Work Remotely : Hybrid

    Required Education and Experience :

    Education and / or work experience in homeless services, gender-based violence services, and / or advocacy and coalition building.

    Required Knowledge / Skills / Position Qualifications :

  • Familiarity with Los Angeles' domestic violence and homeless service systems, including funding mechanisms and policies.
  • Knowledge of federal programs such as HUD DV-Bonus Funding and VAWA protections.
  • Experience developing and delivering training initiatives for cross-sector audiences.
  • Familiarity with the local efforts to create a Centralized Access System for survivors.
  • Must be a CA resident and live no more than 80 miles from DWC; must be available for in-person meetings at DWC.
  • Must provide documentation of a negative TB test result within the last twelve months, on first day of hire .
  • You will be required to be up to date on your vaccinations against COVID-19 and provide documentation. If you are fully vaccinated and not yet eligible to receive a booster dose, then you must receive the booster dose within 30 days of becoming eligible and eligibility begins 5 months after receiving final primary dose. If you are fully vaccinated and have received a booster dose, you are considered up to date with your vaccinations. Unvaccinated individuals must receive their 1st dose before their first day of hire. Partially vaccinated (for 2-dose series) individuals must receive their 2nd dose within 30 days of being hired. The second dose of a two-dose vaccine series is due 4 weeks after the primary dose.
  • Pay Range : $70,000-$86,000

    Work Authorization / Security Clearance

    Being authorized to work in the U.S. is a precondition of employment. DWC does not sponsor employment visas, such as H-1B.
