DPP is seeking a Mainframe Application Developer for an opportunity in Columbia, SC.

Work arrangement:
  • Hybrid: Onsite Tuesday, Wednesday, Thursday; WFH 2 days/week
  • W2 position; 12 months
Job summary:
  • The day-to-day experience includes performing development tasks such as research and analysis, coding, debugging, system analysis, writing technical specifications.
  • Must have good verbal and written skills. Must be able to follow directions, adapt to changing requirements, and show initiative in learning and growing with the team.
Required skillset:
  • COBOL
  • DB2
  • Mainframe
Nice to have:
  • EZtrieve, Endevor, JCL and CICS.
  • Scripting experience using Python.
  • VS Code, GitHub, Micro Focus APS (COBOL language generator).
Minimum required work experience:
  • 4 years of application development, systems testing or other job-related experience.
Job/class description:
  • Perform all phases of applications systems analysis and design. Analyze systems specifications and develop applications to support information systems processes. Prepare detailed specifications from which complex programs will be written. Design, code, test, debug, document and maintain these programs. Formulates scope and objectives through research to develop or modify complex systems.
  • Ensure team members understand the business requirements that drive the analysis and design of quality technical solutions, organizational standards are maintained, and applications are delivered according to project timeliness. Provide expert system knowledge, perform research, attend meetings, and review documents.
  • Maintain and modify programs according to specifications. Code, compile, and implement application software that is delivered on time and within budget. Evaluate basic interrelationships in immediate programming area to determine how changes in one program will affect another related area.
  • Test modified programs, create necessary test files and data, verify logic, debug, and write relevant documentation.
  • Analyze production systems, recommend systems enhancements, provide instruction to production support team. Research customer issues and determine appropriate resolutions. Coordinate implementation of modifications or enhancements.
  • Analyze and evaluate existing or proposed systems. Develop functional design and technical specifications, concept diagrams, and work flow diagrams and related procedures to process data using appropriate systems environment/platform. Document programs/procedures.
Required knowledge, skills, and abilities:
  • Strong understanding of applications/development, quality assurance and integration methodologies, concepts and facilities in a mainframe, midrange, and/or PC/LAN environment.
  • Strong analysis, decision-making, and problem-solving skills.
  • Demonstrates logical abstract thinking and assimilating/adhering to project goals and deadlines.
  • Ability to communicate effectively verbally and in writing.
  • Able to work well under pressure and as part of a team.
  • Strong knowledge of interpersonal skills/team building.
  • Familiar with project management concepts.
  • Pays attention to detail. Ability to establish and maintain effective working relationships with employees, clients, vendors, etc.
  • Strong knowledge of relevant operating systems, programming languages, and development tools and their usage in the company.
Work environment:
  • The Client Enrollment System (CES) Core team supports the processing and housing individual and group enrollments at the Group and Member level. This system also processes member, Group and Patient ID updates in near time or real time. CES triggers the processes to generate ID Cards, Summary of Benefit Letters, Member Welcome Letters and Renewal Packages.
  • Additionally, the team supports and develops Web applications that integrate with the mainframe CES application.
  • Customer-focused, project-oriented programming environment. Fast paced, multi-platformed environment which may require action and response 24X7 to support the technical business needs of the customer.
Required education/equivalencies:
  • Bachelor s degree in Computer Science, Information Technology, or other job-related degree;
  • OR, Associates degree in CS, IT, or other job-related degree plus 2 years of work-related experience;
  • OR, 4 years job-related work experience (total 8 years without a degree)
