The Human Resources Specialist will be responsible for the proactive recruiting, attracting, screening and qualifying top talent for open positions within the agency in mission and social enterprise service areas. This role focuses on talent engagement, exceptional new hire experience and ongoing employee safety and benefits administration. The HR Specialist will work closely with hiring executives, HR and Staffing leadership.
Essential Duties & Responsibilities
Key Recruitment Focus:
• Recruiting
Creating and updating job descriptions, determining and actively seeking out qualified candidates through various channels (e.g., targeted headhunting, job boards, social media, networking).
• Screening
Reviewing resumes and applications, conducting initial screenings to identify potential candidates, and scheduling interviews.
• Interviewing
Conducting interviews (phone, in-person, virtual) to assess candidates' qualifications, skills, experience and corporate culture, health and safety values are a fit for the position and agency.
• Talent engagement
Establishing, building and maintaining professional relationships with applicants, candidates to represent the agency as an employer of choice (including the candidate deselection process).
• Submittals
Drafting professional and accurate candidate submittals to present qualified candidates to hiring managers.
• Preparing and negotiating offers
Once a candidate has been selected, negotiate the terms of employment, including salary and benefits, and ensure a fair and competitive offer is made.
Key Onboarding Focus:
• Preboarding
Sending welcome messages, confirms the start date, provides essential information and ongoing communication to alleviate pre-employment anxieties.
• Workspace/station
Working closely with hiring managers and IT to ensure workspace and technology is ready for the new hire on their first day.
• Introductions
Meeting with new hires on their first day, conducting relevant tours, introductions.
• Orientation
Develops meaningful, purposeful, engaging new hire orientation process. Completes necessary forms, reviews corporate culture and policies (including mission, vision, values, etc.).
• Safety
Ensures safety training and the culture of preventative safety and health practices is represented.
Key Benefits Administration Focus:
• Program Administration
Manage and maintain employee benefit programs such as health insurance, retirement plan (403(b)), life insurance, disability, COBRA and others.
• Safety and Health
Establishes and promotes workplace health and safety culture and initiatives
• Employee Support
Serves as point of contact for employees regarding their benefits, answer questions, provide resources, assist with enrollment, changes and claim-related issues. Leads open enrollment periods, ensuring a smooth and effective process for employees. Holds regular benefit promotions/campaigns. Ensures maximum participation.
• Reporting
Maintains accurate and up-to-date records related to employee benefits, prepares reports, analyzes data and presents recommendations for effectiveness and participation of programs to leadership.
Qualifications include:
• Bachelor’s degree in human resource management or other related field
• Previous experience with employee engagement
• Successful recruitment record – minimum 3 years
• Experience with benefits administration
• Strong communication and interpersonal skills
• Creativity and organizational skills
