Job Summary:
The Payroll & HR Administrator will report directly to the HR Manager and serve as administrative support for the HR department. This role will focus on payroll tax compliance, multi-state payroll processing, benefits administration, and HR-related financial reporting. The HR Manager is responsible for workforce planning, talent management, team scaling, employee relations, and strategic business operations partnerships, while this role will concentrate on payroll, compliance, benefits, and HR policy documentation.
This position is closely aligned with a Payroll Administration role but includes additional HR responsibilities such as compliance tracking, policy documentation, expense reporting, and PEO partnerships.
Key Responsibilities:
Payroll & Payroll Tax Administration:
- Oversee multi-state payroll tax compliance for sales and remote teams.
- Ensure proper administration, tracking, and resolution of payroll tax issues.
- Maintain compliance with federal, state, and local payroll regulations.
- Partner with finance and accounting teams to manage payroll budget and expense reporting.
- Administer and optimize payroll processes in collaboration with HR leadership.
- Manage employee time tracking, payroll reconciliation, and payroll-related reporting.
- Work with third-party payroll providers and PEO partners to ensure seamless payroll execution.
- Assist in audits, legal compliance, and tax filings related to payroll.
Benefits & Workers' Compensation Administration:
- Administer employee benefits programs, including health insurance, retirement plans, and other company-sponsored benefits.
- Assist employees with benefits enrollment, claims, and inquiries.
- Ensure compliance with benefits regulations (ACA, COBRA, FMLA, etc.).
- Oversee workers' compensation claims and administration, working with insurance providers.
- Maintain benefits cost tracking and analysis, supporting budgeting efforts.
HR Operations, Policy Documentation & Compliance:
- Assist in tracking and managing legal and compliance documents related to HR operations.
- Support policy documentation, HR reporting, and regulatory filings.
- Help develop and implement HR systems and workflows to streamline operations.
- Maintain and contribute to the employee handbook and HR policy guides, ensuring they are up to date with compliance laws, payroll tax changes, and company policies.
- Collaborate with leadership to update policies related to payroll, benefits, and HR compliance.
- Work closely with the HR Manager on scaling HR systems to accommodate rapid company growth.
- Assist in HRIS/PEO implementation and management.
- Maintain confidential employee records in compliance with legal and internal policies.
Financial & Administrative Support:
- Assist in budgeting and expense reporting for HR and payroll functions.
- Support financial forecasting related to payroll, benefits, and HR programs.
- Manage HR-related accounting processes and vendor payments.
- Provide technical and administrative support for HR systems, reports, and audits.
Qualifications & Experience:
Required:
- 5 years of experience in payroll administration, multi-state payroll tax, and benefits administration.
- Strong knowledge of payroll tax compliance for remote and multi-state employees.
- Experience in HR financial processes, including payroll budgeting, expense tracking, and accounting.
- Proficiency in Google Suite (Sheets, Docs, Drive, etc.) and HR reporting tools.
- Experience working in a fast-growing company, startup, or scaling business.
- Strong technical skills in HR systems, payroll software, and reporting.
- Time management and prioritization skills to handle a fast-paced environment.
- Experience in workers' compensation administration and benefits compliance.
- Experience contributing to and maintaining employee handbooks and HR policy guides.
Preferred:
- Experience partnering with a PEO or implementing new HRIS/PEO systems.
- Knowledge of legal compliance requirements related to payroll and HR.
- Experience building HR systems and improving processes in a scaling business.
- Familiarity with automating payroll processes and optimizing payroll workflows.
- Experience in HR compliance documentation and audit preparation.
- CPP, PHR/SHRM-CP certification strongly preferred.
