GENERAL PURPOSE OF JOB:
The Application Developer will design, develop, test, and maintain applications that support the operational and strategic goals of our health plan. This individual will collaborate with cross-functional teams, including IT, business analysts, and healthcare professionals, to ensure applications meet end-user needs while adhering to industry standards, compliance, and organizational goals.

Application Development:
- Design, code, test, and deploy scalable, secure, and efficient software applications.
- Enhance and maintain existing applications, ensuring optimal functionality and performance.
- Troubleshoot and resolve software defects promptly.
Collaboration:
- Work with business analysts and stakeholders to gather and document requirements.
- Partner with IT and healthcare teams to ensure alignment with business objectives and user needs.
Compliance & Documentation:
- Ensure applications comply with healthcare regulations (e.g., HIPAA).
- Document application features, workflows, and processes to ensure accurate communication and recordkeeping.
Innovation & Optimization:
- Propose and implement technology solutions to improve workflows and operational efficiency.
- Stay current with emerging technologies, trends, and best practices in application development and healthcare IT.
SUPERVISORY RESPONSIBILITIES:
- This position typically does not include direct supervisory duties but may provide technical guidance to junior developers or contractors.
- Knowledge of and effective in administering health system policies and procedures.
- Makes and implements decisions compatible with organizational goals.
- Maintains composure, effectiveness, and flexibility under pressure.

EDUCATION AND/OR EXPERIENCE:
Preferred:
- Bachelor’s degree in Computer Science, Software Engineering, or a related field.
- Typically has more than 8 years of professional experience.
- Experience with healthcare IT systems such as EHR/EMR, claims processing systems, or member portals.
- Familiarity with compliance standards like HIPAA and HITRUST.
- Proficiency in programming languages such as C#, T-SQL, Python, or equivalent.
- Experience with cloud platforms (e.g., AWS, Azure) and database management systems (e.g., SQL Server, Oracle).
CERTIFICATES, LICENSES, REGISTRATIONS.
Preferred Certifications:
Healthcare-Specific IT:
- Certified Professional in Healthcare Information and Management Systems (CPHIMS)
- Epic or Cerner certifications (if working with specific EHR/EMR systems)
Application Development:
- Microsoft Certified: Azure Developer Associate
- AWS Certified Developer – Associate
- Microsoft SQL Server Certifications - any
Security and Compliance:
- Certified Information Systems Security Professional (CISSP)
- Certified Information Privacy Professional (CIPP)
