Hybrid Role: Must be able to come on-site periodically and reside a commutable distance from the assigned work location.

Emergency Response: Yes – Must be available to perform a primary assignment in support of DTE’s emergency response to storms or other events that impact service to our customers.

Job Summary

Responsible for the routine audit of and ensuring timely and accurate changes to the plant license and all accompanying sources, such as the final safety analysis report, technical specifications, licensee controlled specifications and regulatory commitments. Interface with the engineering department to ensure the scope of the change adequately addresses all affected portions of the plant license. Set department milestones for license change implementation in accordance with policies set forth by the Nuclear Regulatory Commission (NRC). Collaborate with the Record Management department to maintain formatting and quality assurance standards required by plant license. Revise license department work instructions and conduct manuals, as necessary to improve productivity and quality assurance. Provide technical support and research licensing bases for multiple departments. The job requires a broad knowledge of regulatory area precedent and a strong knowledge of license principles and practices. This is an individual contributor position.

Key Accountabilities

  • Responsible for the control and update of all Licensing Bases sources. Interpret regulatory standards, analyze and determine which plant modifications and changes are required to be included in revisions to maintain compliance with Title 10 of the Code of Federal Regulations. Milestone schedules are developed, resources identified and final issuance of revisions are implemented in a timely and accurate manner.
  • Perform periodic updates of the site's license-based Safety Analysis Report (SAR) per 10 CFR 50.71(e) in accordance with NRC EIE requirements.
  • Align with the engineering department to ensure accurate configuration management through updating of SAR Figures with the as-built design of the plant.
  • Responsible for maintaining the excellence of the site's Electronic Licensing Library (ELR) including overseeing the process of updating, indexing and archiving for use and review by all site personnel.
  • Own the Regulatory Commitment Tracking System (RACTS). Interfaces with NRC's Office of Nuclear Reactor Regulation in support of RACTS audits. Develop and submit periodic reports on RACTS content to the NRC in accordance with Title 10 of the Code of Federal Regulations.
  • Recommend, define and implement process improvements in area of responsibility, i.e. selecting and updating tools and software that will manage the electronic library and electronic publishing, ensuring these products are properly compatible and installed according to applicable license or site agreements.
  • Execute preparatory and logistical activities for regulatory inspections.
  • Work under general supervision and is self-directed.
  • Work as a team member and support multiple internal and external clients.

Minimum Education & Experience Requirements

  • High school diploma and 7 years of commercial nuclear plant experience
  • OR Associate's degree and 5 years of commercial nuclear plant experience
  • OR Bachelor's degree and 3 years of commercial nuclear plant experience
  • Minimum of 2 years of experience in nuclear licensing, regulatory or compliance experience.

  • Demonstrated experience maintaining an Updated Final Safety Analysis Report (UFSAR)
  • Demonstrated experience maintaining a Regulatory Commitment Tracking System (RACTS)
  • Demonstrated experience processing a License Change Request (LCR)
  • Demonstrated experience interacting with external oversight stakeholders including the Nuclear Regulatory Commission (NRC), Institute of Nuclear Power Operations (INPO), and a Nuclear Safety Review Group (NSRG).

Other Requirements

  • Proficient use of sophisticated text editing and imaging software such as Folioviews, Adobe Professional, Database and word processing applications such as MS Access, and MS Word.
