DTSV is seeking Program Analysts to support DHS USCIS Facilities Management (FAC) division. The Facilities Management Division is responsible for managing all USCIS real property along with acquiring and disposing of space, renovating existing space, and resolving lease and building issues. They manage the USCIS rent and facilities investment budget, develop policy and guidance related to real property and oversee environmental compliance.

Primary/Major Duties And Responsibilities (Essential Functions)
- Analyze, describe, document, and diagram business models, capabilities, and processes associated with the implementation of coordinated response to departmental operational plans and tasks.
- Update internal documents and Microsoft Project plans to report on project status.
- Develop collaboration site(s) in SharePoint to track and report statuses on tasks and training development
- Coordinate with various USCIS stakeholders to communicate tasks, assess needs, and set expectations regarding internal preparedness and response to Department plans and tasks.
- Provide project scheduling support when assisting other departments with internal projects.
- Support SMEs with training development and documenting of standard operating procedures.
- Assist PMO Chief and other federal staff with coordination and facilitation of PMO task and requirements.
- Assist project managers in documenting action items identified in project meetings.
- Review FAC Management Directives, SOPs, and manuals to develop listing of documents available, date of creation, and work with FAC to prioritize what needs updating.
- Provide recommended products for FAC leadership review working closely with FAC SMEs to understand what changes are necessary.
- Assist in drafting Division-level documentation, such as process, instructional, standard operating procedures (SOPs), and user manuals.
- Create ad-hoc reports for analyses and presentations.
- Create process map/flow diagrams, flow charts, and project plans for key processes identified by Division Chief or Deputy.
- US Citizenship
- Bachelor’s degree in business management, or related field
- Two or more years of work experience relevant to the duties and responsibilities of the position; relevant work experience may be considered as a substitute for degree requirements
- Experience working with cross-functional teams to perform and complete task
- Experience with visual tools and techniques to include Microsoft products
- High level of proficiency with Microsoft Word, Excel, PowerPoint, and Project, as well as SharePoint or other collaboration software
- Demonstrated ability to produce detailed and independent written correspondence in order to communicate operational requirements
- Excellent customer service, oral and written communication skills
- Strong organizational skills and attention to detail
- Ability to think logically and work effectively within group settings or independently with minimal supervision
- Ability to receive general guidance and instructions from a supervisor or via established standard operating procedures, and act upon them with minimal supervision
- Successful completion of corporate background investigation, including criminal and credit checks
- Ability to obtain and maintain a Government suitability determination/security clearance
- Primarily an office environment but may also include other work environments as required
- Full-time position, Monday – Friday
