Description
The Subject Matter Expert supports the U.S. Citizenship and Immigration Services (USCIS), Office of Security and Integrity (OSI), Field Security Division (FSD) to deliver security services to domestic and international USCIS customers. FSD supports OSI coordination and acts as liaison to USCIS field entities. FSD is responsible for the full range of security program implementations at USCIS locations; facility security design and management, Identity Control and Access Management, including implementation of Homeland Security Presidential Directive 12 (HSPD-12) and the issuance of DHS Personal Identity Verification (PIV) cards, the Contract Security Guard Program, badges and credentials, and the issuance and handling of Secure Forms and OSI Sensitive Property. The SME provides security program consulting support to assist OSI in fulfilling its responsibilities for strategic enterprise security management and mission critical USCIS security functions.
Specific duties include but are not limited to the following:
- Provide professional program management assistance to OSI staff and partner stakeholders in the implementation and management of threat management unit policies, standards, procedures, actions, activities, and best practices required by Executive Orders, Federal laws, Regulations, DHS and USCIS Directives & Instructions or OSI direction.
- Analyze open source threat information, develop reports “lessons learned”, and disseminate information to the Field Security Division for their situational awareness and possible action.
- Proactively review and analyze information regarding planned events that may pose threats to USCIS personnel, facilities, or missions.
- Reactively analyze transpiring, emerging events for trending threat information that may pose threats to USCIS personnel, facilities, or missions.
- Develop notification processes that inform regional security personnel of possible coordinated events being conducted throughout multiple regions.
- Review and follow-up on all SIRs associated with external threats towards USCIS employees, and any other threats as necessary.
- Manage the OSI’s Threat Data Management ECN site, to include posting pertinent threat information and ensuring site information remains current.
- Anticipate possible threat concerns through review of open source information and media sources; immediately up-channel concerns.
- Develop membership in, and fusion with, social media sources while proactively seeking information regarding on-going or future events that may impact USCIS operations. These sources may include social media sites, homeland security sites (e.g. National Terrorism Advisory System, Homeland Security Information Network), USCIS’ Significant Incident Reporting ECN, Law Enforcement Enterprise Portal, e-Guardian, and Federal, State, and local intelligence fusion centers. Review these sites daily.
- Provide post event, threat management after action/lessons learned support using the Homeland Security Exercise and Evaluation Program.
- Review and assist USCIS OSI staff in maintaining current awareness and understanding of all current and evolving Federal, DHS and USCIS threat management program compliance requirements. Compliance requirements may be contained in (but are not limited to) Law, Regulation, Executive Order, DHS Management Directive & Instructions, USCIS Directives and Instructions.
- Review USCIS programmatic documentation for adherence to threat management compliance requirements. Identify gaps or compliance exceptions for OSI attention or action.
- Assist in the development, management and oversight of threat management policies and procedures to remedy USCIS threat gaps or compliance exceptions.
- Develop (or assist in the development of) and deliver (or assist in the delivery of) OSI products or services to maintain USCIS compliance, or remedy gaps or exceptions, to the USCIS threat management unit.
- Assist in the development and documentation of threat management policies, procedure, and practices to reduce the reoccurrence of identified USCIS gaps or compliance exceptions.
- Prepare in draft form for the Government, technical reports, briefs, documents, and papers that support threat management initiatives.
- Maintain databases, web content, records, or other files as needed.
- Disseminate a monthly threat intelligence bulletin by the 5th day of the month summarizing threat trends, techniques, tactics, and procedures.
- Prepare and present white papers and progress reports; assist management with analysis of costs, schedules, and performance of the work.
- Work may be performed at both One Town Center or other Joint Operational Centers located in the Washington, DC as approved and needed
Requirements
- U.S. Citizenship
- Associate degree or higher
- 5-7 years experience with open source analysis, social media analytics, and vulnerability assessments
- Demonstrated knowledge and experience in Threat Analysis and other security protocols, disciplines, and functionalities
- Experience in providing security program consulting support
- Prior law enforcement experience preferred
- Exceptional briefing and written communication skills
- Strong Microsoft Office Skills, including familiarity with MS SharePoint
- Successful completion of corporate background investigation, including criminal and credit check
- Ability to obtain and maintain a government suitability determination/security clearance
Work Environment:
- Full-time position, Monday – Friday
- Office environment but may also include other work environments as required
- Onsite at government facility
