The Veterans Affairs VSO Relief Worker assists Dubuque County Veterans with filing disability, pension, DIC, nursing home claims and miscellaneous benefits. Helps Veterans with rent, utilities and food assistance. Helps Dubuque County residents with rent and utilities. Becomes accredited with service organizations so we can better assist Veteran with following their claim.
EXAMPLE OF DUTIES
The following duties are primarily performed and are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily and successfully to be qualified for the position. Other duties may be required and assigned.VA Benefit Claims: Files Veteran disability, pension, DIC, Nursing home claims and miscellaneous benefits. Fills correct VA forms. Sends nursing home letters to residents to see if they might qualify for VA benefits.General Assistance: Helps DBQ County residents with rent and utilities if they fall on hard times.Veterans Assistance: Helps Veterans with rent, utilities and food if they fall on hard times.Veterans Food Pantry: Organizes, stocks and distributes food to Veterans and their families.Answer Incoming Phone Calls: Answers questions and schedules appointments.Walk Ins: Answers questions, gives forms they might need and schedules appointments if needed.Outreach with Veterans: Hosts monthly coffee and donuts, Veteran appreciation supper & luncheon. Sets up tables at events to inform Veterans about services our office offers.Vouchers: Completes voucher form for Auditors office when a GA or VA client is approved.Commission Meetings: Represents veterans before the Veterans commissioners to get approval for assistance.Follow claims in VBMS: Logs into VBMS to check status of VA claims.Education: CEU’s (state twice a year & once year Nationals).Budget: Runs month end reports and balances with internal spreadsheet.

In order to perform the functions and responsibilities of the position (listed above) the following knowledge, skills, and abilities are essential.General working knowledge of social, health and mental health condition for veterans and their families.General knowledge of individual and group behavior.General knowledge of veteran, adolescent, adult, and geriatric behavior and practices.General knowledge of principles and practices of child welfare, substance abuse, family services, employment services, public assistance, and protective service work.Must have the ability and knowledge to identify social problems and needs and the ability of individuals and families to utilize services and solve problems.Must have the ability to organize work and to understand and interrupt laws, policies and regulations.Must have the ability to establish and maintain effective working relationships with consumer/clients, co-workers, social agencies, Federal Government State of Iowa and the general public.Must be able to communicate effectively orally and in writing; have the ability to prepare reports and maintain records; and be able to deal with emergencies and crisis situations effectively.Must be able to use a computer; needs to know computer programs used by the Dubuque County Veterans Affairs.In evaluating candidates for this position, Dubuque County may consider a combination of education, training, and experience which provides the necessary knowledge, skills, and abilities to perform the duties of this position. Physical RequirementsSubject to repetitive motion activities, such as keypad or data entry.Requires pushing, pulling, and lifting up to 25 pounds regularly and up to 50 pounds occasionally with assistance.
