Occupational Summary of Financial Management Analyst II

 

This position plays a key role in fostering financial strength by developing and coordinating financial reporting and analysis, budget development, and financial control monitoring for both operational and non-operational activities on behalf of the Division of General Internal Medicine within the Department of Medicine (DOM). This role requires close collaboration with stakeholders across and beyond the division, cultivating strong relationships to achieve shared objectives. The position will support divisional leadership in creating and managing operational budgets, conducting financial and cost analyses, and handling other essential financial tasks such as reconciliations and effort management. The role also involves performing specialized assignments related to both SOM academic activities and DHIP clinical activities within the division.

 

Primary Job Responsibilities:

  1. Provide support for the accounting activities and financial reporting associated with maintaining the operational and non-operational activities for the Division of General Internal Medicine, which will include:
    1. Budget development and monitoring of actual financial activities associated with divisions budgets, both SOM and DHIP to include monthly variance reporting and analysis. 
    2. Prepare trend analyses and reporting, as needed both operational and non- operational programs noting trends that require intervention on level of spending.
    3. Provide forecasts of year-end operations for monthly variance reports.

 

  1. Generate monthly reports for all institutional funds including startup funds, discretionary funds, and internal grants. Special attention should be given to those codes with limited funds for spending to proactively limit any overspending  of the funds and keep Divisional leadership abreast of the balances within these funds alerting them to negative trends in spending.

 

  1. Perform monthly and year end closing process for the division to include processing of journal entries and review and approval of expenditures on any and all types of fund codes across the division ensuring the proper funds flow occurs.

 

  1. Responsible for various aspects of the SOM’s monthly/quarterly FAM analysis and reconciliation process together with overdraft management on fund codes/WBSE within the division.
  2. Provide CRU Fund code management and oversight; develop quarterly projections on CRU Hub codes and reserve funds to ensure costs are well managed and appropriate residuals and management fees are processed properly.

 

  1. Work with Division CRU leadership to ensure appropriate financial oversight of PI study codes, helping to determine staffing needs and financial feasibility of studies.

 

  1. Understand all grants and contracts funding sources and how they influence the infrastructure budget. Actively, accurately and appropriately manage faculty salary distribution on research fund codes in direct partnership with the department research administration team.

 

  1. Manage effort and the distribution of faculty total professional effort and for ensuring annual effort reporting and certification in concert with the departmental research administration team.

 

  1. Prepare & manage staff and faculty salary cost distributions and submit all iForm submissions; ensuring the appropriate funds are used based on divisional operating budget and or other programmatic codes.

 

  1. Work with Faculty to develop budget proposals for educational events / CME courses. Track invoices, payments, expenses and distribution of funds.

 

  1. Work with the Department of Medicine to reconcile problem invoices from Accounts Payable, following up with purchasers to ensure timely payment of invoices.
  2.  Supervise current Program Coordinator and their financial scope of work. Additionally, serve as the back up on activities to include:
    1. Buy@Duke contact for Division employees. Procurement contact: Submitting and approving shopping carts, invoice submissions, AP Check request submissions, Buy@Duke questions, AP questions, blocked invoices and goods receipts; assist the labs with their purchases, AP issues, and equipment maintenance agreements.

 

  1. Provide oversight of timely processing/reporting of corporate card activities and other expenditures within the Concur system at Duke. Also will assist with the quarterly management of AP Check Problem Invoice Analysis.

 

  1. Responsible for various accounting aspects associated with endowments within the division, to include monitoring of spending on various endowments, with an understanding of the restrictions associated with those funds.

 

  1. This position will interact on a regular basis with the Division Administrator, and routinely collaborate with other divisional administrative positions, DGIM faculty members, as well as staff in the DOM central offices such as DOM Finance, DOMRA, CRU and HR and APT.

 

Required Qualifications at this Level

Education/Training:

Work requires a Bachelor’s degree in Accounting, Finance, Economics or Business related field. 


Experience:

Requires a minimum of four years in financial management and analysis including financial reporting and use of various general ledger and database systems.  Or an equivalent combination of education and or experience.


Skills:

Demonstrated financial knowledge and expertise with using general ledger systems and working with large volumes of data from various systems.

Strong accounting skills with attention to details and ability to analyze financial data and present results in concise and clear manner in reports for management use.

Strong analytical skills combined with investigative and curious mindset to problem solve.  A critical thinker with the ability to understand complex processes and evaluate solutions. 

Mastery of Microsoft Office Applications, especially MS Excel, understanding pivot tables, and graphs.

 

Excellent written, oral and conversational skills to effectively work with diverse groups.

 

 

 

 

Minimum Qualifications

 

 

Education

Work requires a Bachelor's degree in Accounting, Finance, Economics, Business Administration or a related field. CPA is desirable.

 

Experience

 

Work requires three years experience in financial management, cost OR AN EQUIVALENT COMBINATION OF RELEVANT EDUCATION AND/OR EXPERIENCE accounting or a field directly related to specialized area of assignment.
