What are the responsibilities and job description for the Manager, Health Information Management (HIM) position at Duncan Regional Hospital?
The Health Information Management (HIM) Manager assists the Director by overseeing the daily operations of the medical record department to ensure operational workflow and compliance with DRH Health policies and procedures, federal, and state regulations. Assists Director with additional tasks and responsibilities as delegated by Director.
RESPONSIBILITIES (ESSENTIAL FUNCTIONS):
- Ensures HIM team members assure that patient health information is handled with quality, integrity, and protection in compliance with HIPAA, federal, and state regulations by safeguarding, releasing, auditing, and maintaining patient health information according to such policies and procedures.
- Ensures releases of information are consistent with HIPAA mandates, federal and state regulations, and DRH Health policies and procedures by evaluating requests for health information from patients, providers and third parties.
- Provides ongoing patient privacy education to DRH Health team members.
- Generates and presents various required statistical studies and audits.
- Serves as a resource to providers and team members needing assistance with documentation or Meditech issues.
- Responds to inquiries of team members, medical staff, vendors, and the public for the purpose of providing information and/or direction, discussing, and resolving any issues and/or problems.
- Provides oversight of HIM functions and activities.
- Communicates with providers regarding needed documentation on a daily and weekly basis.
- Analyzes medical records to ensure compliance with regulatory requirements and logging identified deficiencies in Meditech.
- Oversees HIM team members and personally performs accurately assigning and sequencing codes (ICD-10-CM, ICD-10-PCS, CPT, HCPCS) for each patient encounter, following proper coding guidelines and legal requirements to ensure compliance with federal and state regulations.
- Abstracts required medical record information from patient records.
- Queries providers when code assignments are not straightforward or documentation in the record is inadequate, ambiguous, or unclear for coding purposes.
- Assigns and enters charges such as evaluation and management (E&M) levels, infusion/injections, observation hours, etc.
- Supervises team members, including hiring, scheduling and assigning work, training, orientation, mentoring/coaching, evaluating and reviewing performance, and recommending salary increases, promotions, transfers, demotions, or terminations.
- Assist Director with interviewing and hiring for HIM department as needed.
- Participate in regular team meeting with Director and team as needed.
- Support Director at meetings and/or trainings as needed.
- Participates in continuing education activities to expand coding and leadership skills and stay updated on changes in coding guidelines and reimbursement reporting requirements.
- Abides by the Standards of Ethical Coding as set forth by the American Health Information Association and adheres to official coding guidelines.
- Distributes confidential and sensitive information or documentation; Handles highly confidential records. Ensure records are safe and secure at all times.
- Utilization of assistive devices for lifting is mandatory.
- Must adhere to, and promote, safety protocols at all times.
- Per DRH policy, all required conditions of employment must be met and maintained including required vaccinations.

- Performs other related duties as assigned.
Minimum Qualifications: Outstanding communication and interpersonal skills including fluency in oral and written English. Basic computer skills including the ability to send/receive/email, navigate information technology associated with the position, and use Electronic Health Record information tools. Strong attention to detail with excellent organizational skills. Ability to adapt procedures, processes, tools, equipment, and techniques to accomplish the requirements of the position.
Education and/or Experience: High school diploma or equivalent required. Associate or bachelors degree in Health Information Management required. HIM supervisory experience preferred. Must demonstrate a high level of personal and professional accountability and responsibility. Demonstrated skill in: leadership; problem-solving; customer service; establishing and maintaining effective working relationships with others at all levels of the organization; development/mentoring/coaching team members; departmental budget management and cost containment.
Certifications, Licenses, Registrations: Registered Health Information Administrator (RHIA) or Registered Health Information Technician certification preferred. For those positions requiring travel, a current valid drivers license and automobile liability insurance must be maintained.
