The Outpatient Behavioral Health Manager serves on the DRH leadership team and is responsible for daily operations including but not limited to administrative and clinical supervision to team members to ensure all services are delivered according to local, state, and federal laws and in compliance with contractual requirements. The Manager is responsible for ensuring quality of care for all patients participating in the program, including but not limited to medication management, behavioral health therapy, treatment planning, and case management services. This position requires strong management and communication skills as well as problem solving skills and the ability to be effective in decision making. This position requires a high degree of professional knowledge in the area of behavioral health and related topics. This position supervises other professional, technical, and clerical staff.

RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

  • Provide leadership to a team of therapists through reviews, consultation, training, mentoring, and support.
  • Evaluate individual and overall team performance on an ongoing basis and use information to make needed improvements including adjustments to caseloads and other team work assignments to maximize quality of care.
  • Ensure that patient and program goals are met in accordance with policy and procedure (program, financial, personnel, professional development, training.)
  • Develop program budget and monitor performance according to budget guidelines.
  • Actively hire and orient new team members.
  • Prepare and approve time and leave usage every other week.
  • Ensure that those supervised have complete and accurate timesheets.
  • Review and approve expense, leave, and travel requests; Ensure reimbursement requests are in compliance with policy and procedure.
  • Monitor drivers’ routes for efficiency. Report fleet needs to Director.
  • Participate in professional development network and associations to stay on top of emerging trends and best practices.
  • Complete admission prescreenings and make admission decisions.
  • Participate in weekly treatment team meetings and serve as meeting coordinator and leader.
  • Recognize patients at risk for harming self or others and take action to promote safety; Implement crisis intervention and de-escalation skills, as necessary.
  • Provide occasional support or consultations as needed to promote referrals; Actively promote program offerings to generate referrals to the program.
  • Distribute confidential and sensitive information or documentation.
  • Support and comply with the DRH Standards of behavior.
  • Actively participate in program and team member activities.
  • Appropriately adapts assessment, treatment, and/or care methods to accommodate the physical, cultural, age-specific, and other developmental needs of each person served.
  • Maintains professional and technical knowledge through continuing education opportunities including internal and external educational offerings.
  • Utilization of assistive devices for lifting is mandatory.
  • Must adhere to, and promote, safety protocols at all times.
  • Per DRH policy, all required conditions of employment must be met and maintained including required vaccinations.
  • This position requires respirator and fit testing. Required testing will be performed on all team members at risk for exposure to airborne infectious diseases, droplet producing procedures, or any caustic chemicals.
  • Implement DRH Standards of Behavior and exhibit behaviors consistent with DRH core values.
  • Performs other related duties as assigned.

Minimum Qualifications: Communication skills including fluency in oral and written English. Basic computer skills including the ability to send/receive/email, navigate information technology associated with the position, and use Electronic Health Record information tools; Meditech experience preferred. Proficiency with Microsoft Office required. Familiarity with and ability to use AED. Excellent written, verbal, and interpersonal communication skills; Ability to remain flexible to quickly adapt to urgent situations. Work effectively under pressure and temporary increases to caseload. Ability to adapt procedures, processes, tools, equipment, and techniques to accomplish the requirements of the position. Ability to travel to various locations around the facility. This position requires advanced fingerprint background checks.

Proven ability to deliver effective counseling services. Strong clinical skills and knowledge base of clinical care standards in the treatment of older adults. Strong diagnostic skills and knowledge of DSM V. Understanding of CALOCUS/LOCUS assessment tools preferred. Strong knowledge of regulations effecting the delivery of behavioral health services, including the Joint Commission, state, local, and county regulations, policies and procedures, and applicable ethical codes. Strong organizational skills and timely follow-up to manage complex tasks associated with providing services to older adults with behavioral health issues and their families. Solid collaboration and intervention skills. Ability to effectively and respectfully resolve conflicts. Proven ability to work successfully in a multi-cultural / multi-ethnic environment. Ability to balance competing demands and maintain effective working relationships with team members, participants, volunteers, collaborators, and the general public.

Education and/or Experience: Graduate or doctoral degree in behavioral health or social science required. Must be registered or eligible for registry with Oklahoma State Department of Health. Meet Oklahoma State criteria for Clinical Supervision; Licensed Therapist in the State of Oklahoma. At least two years of supervisory / management experience in human services. Clinical experience in crisis assessment and treatment with adults with behavioral health issues. One year experience facilitating group, family, and individual counseling sessions preferred. Previous experience in treating senior adults preferred.

Ability to apply the skills of self-motivation and project management. Ability to read, interpret and apply policies, procedures and legal requirements. Ability to exercise initiative, judgment, discretion, and decision making consistent with organizational and program objectives. Proven ability to analyze and solve problems to deliver results. Familiarity with standard office equipment. Ability to handle multiple tasks in timely manner.

Certifications, Licenses, Registrations: Current Oklahoma Counselor license (LPC, LMFT, LCSW, LADC-MH, LBP) or a current, unencumbered RN license in the State of Oklahoma or multistate licensure in a party state in compliance with primary residency rules and requirements. American Heart Association BLS required; May have up to 30 days from date of hire or transfer to obtain. CPI Training required; May have up to 60 days from date of hire or transfer to obtain. CPI must be renewed every 2 years. FEMA ICS 100, 200, and 700 certifications required; May have up to 90 days from day of hire or transfer to obtain. Must maintain current, valid driver’s license and automobile liability insurance.
