POSITION SUMMARY:

The Captain of Patrol Operations is the third highest rank in the Duquesne University Police Department (DUPD) and reports directly to the Deputy Chief of Police. The Captain is assigned as the commanding officer of patrol operations and may assume the duties of the D/Chief of Police in his/her absence and perform related functions in that capacity.

The DUPD Captain provides strategic guidance on complex issues including DUPD directives affecting operational policies, management of resources, effectiveness/efficiency, and recommends, creates, and leads the mission of the DUPD.

 The DUPD Captain engages in executive level problem-solving with the Chief of Police and D/Chief of Police. The DUPD captain manages and initiates change efforts within the DUPD Operations Section, Investigations Section, and Public Safety Communications Officers (PCO), all within a union environment.

 The DUPD Captain develops and maintains collaborative relationships with internal departments throughout the campus, collaborating to achieve goals to ensure outcomes meet the needs of all campus stakeholders. The DUPD Captain serves as an executive representative of the DUPD at campus meetings, conferences, committees, and other executive level functions with both internal and external groups.

 The DUPD Captain engages in activities that promote the DUPD within the campus community and the law enforcement profession. 

 The DUPD Captain is the Commanding Officer of the Patrol Division.

 The DUPD Captain is responsible for the following duties: inspecting and overseeing the functions of the police lieutenant, OIC’s, patrol officers, detective, and PCO’s to ensure compliance with the DUPS policies, procedures, regulations, and standards; supervising the administrative and support functions of non-sworn personnel; inspecting personnel, facilities, and tactics for safety and/or training needs; maintaining liaison with numerous campus offices, organizations, and departments; mentoring subordinate staff; and investigating complaints or misconduct of DUPS personnel.

 The DUPD Captain is responsible for establishing and maintaining rapport to facilitate the DUPD’s functions and to promote campus safety and community policing programs.

 The ideal candidate will be a highly experienced, innovative, and engaging public safety law enforcement professional who has a proven track record of embracing and cultivating a culture of continual improvement, campus community engagement, and inclusion. Also, the ideal candidate will also be a collaborative, accountable leader with vast public safety executive experience, strong interpersonal skills, and a core belief in service to others. 

 

 DUTIES AND RESPONSIBILITIES:

 Ensures the Duquesne University Police Department provides courteous and professional customer service to the Duquesne University campus community. 

 Coordinates campus law enforcement and public safety activities; establishes and maintains mutually productive working relationships with the campus community and other criminal justice organizations.

 Plans and organizes work; conducts or directs staff training and development; maintains effective department discipline and morale; reviews and evaluates employee performance; executes disciplinary action within a union environment.

 Implements organization and staffing patterns to effectively address operational needs.

 Maintains high visibility and accessibility to the campus community to achieve positive interaction and understanding.

 Reporting to the D/Chief of Police, the Captain leads, directs, and strategically plans the comprehensive patrol functions and operations of the Duquesne University Police Department (DUPD) under the Duquesne University Department of Public Safety (DUPS). 

 Investigates complaints or misconduct of DUPS personnel.

 Serves in the role of DUPS Command Staff Watch on a rotating basis.

 Organizes and oversees the activities of patrol operations.

 Oversees the patrol supervisors (Lieutenant, Sergeants and Corporals)

 Oversees the patrol officers

 Oversees the public safety communications officers (PCO’s)

 Oversees the investigations division  

 Oversees the evidence and property section   

 Oversees the planning and staffing of special events on campus

 Serves as the acting D/Chief of Police in the absence of the D/Chief of Police 

 Represents the DUPD in select working groups, committees, and partnerships, both internal and external to the university

 Assists in Clery compliance 

 Assists in public safety data collection     

 Assists in the development of the annual security report  

 Ensures the Spiritan mission of the university is met

 Works a flex schedule to include afternoon and night shifts as needed and required.

 Completes other duties as assigned.

 

REQUIREMENTS:

Minimum qualifications:

Minimum of five (5) years of law enforcement experience and two (2) years of progressively responsible supervisory, leadership, and management experience in law enforcement.

Act 120 Municipal Officer certification and or able to obtain it within six months.

Preferred qualifications:

Bachelor’s degree in police science, criminal justice, sociology, psychology, public administration or a similar field preferred.

Professional training such as the Senior Management Institute for Police, FBI National Command Course, Naval Post Graduate School, FBI-LEEDA trilogy training, Northwestern University School of Police Staff and Command or similar program preferred.

Alternately, the successful candidate may possess any equivalent combination of experience and training, which provides the knowledge, skills and abilities required to perform the essential job functions. This includes, but is not limited to, the following:

Proven track record of professional success.

Firm grasp of higher education public safety and law enforcement methods. The willingness to adapt to evolving best standards and practices in accordance with campus community needs and expectations.

Ability to develop and maintain positive relationships with all Duquesne University stakeholders.

Exceptional communicator with the ability to inspire credibility, campus public trust, and interact respectfully with people from all backgrounds.

Leads as a positive role model for ethical behavior, transparency, dispute resolution, and problem-solving, fostering a culture that values and respects all members of the public safety team and the campus community.

Knowledge of federal, state and local laws and post-secondary education regulations pertaining to crime, and safety.

Knowledge of management and/or supervision principles.

Knowledge of modern law enforcement principles, trends, and best practices.

Skilled in working within deadlines to complete projects and assignments.

Skilled in planning, organizing, and directing the work of employees within a law enforcement agency (both sworn and non-sworn).

Ability to work with various computer systems and applications.

Strong leadership skills.

Capability of maintaining confidentiality at all times.

Strong organizational and supervisory skills.

Strong interpersonal/communication skills.

Demonstrated commitment to diversity and social equity.

Demonstrated collaborative style of leadership and decision-making.

Experience with special event planning.
