Lieutenant of Patrol Operations - Public Safety Salary:
Commensurate with experience POSITION SUMMARY: The Lieutenant of Patrol Operations within the Duquesne University Police
Department (DUPD) reports directly to the Captain. The Lieutenant is assigned
as the assisting commanding officer of patrol operations and may assume the
duties of the Captain in his/her absence and perform related functions in that
capacity. The DUPD Lieutenant
assists in providing strategic guidance on complex issues including DUPD
directives affecting operational policies, management of resources,
effectiveness /efficiency. The DUPD Lieutenant engages in
executive level problem-solving with the Chief of Police, D/Chief of Police,
and Captain. The DUPD Lieutenant develops and
maintains collaborative relationships with internal departments throughout the
campus, collaborating to achieve goals to ensure outcomes meet the needs of all
campus stakeholders. The DUPD Lieutenant serves as an executive representative
of the DUPD at campus meetings, conferences, committees, and other executive
level functions with both internal and external groups at the direction of the
Captain. The DUPD Lieutenant engages in
activities that promote the DUPD within the campus community and the law
enforcement profession. The DUPD Lieutenant is the assistant commanding
officer of the patrol division. The DUPD Lieutenant is responsible for
the following duties: inspecting and overseeing the functions of the Sergeants,
Corporals, OIC’s, Patrol Officers, and Detective to ensure compliance with the
DUPD policies, procedures, regulations, and standards. The DUPD lieutenant is responsible for
establishing and maintaining rapport to facilitate the DUPD’s functions and to
promote campus safety and community policing programs. The ideal candidate will be a highly

and the campus community. DUTIES AND RESPONSIBILITIES: Directs the activities of the Operations
Section which includes all patrol and criminal investigations. Provides
leadership in ensuring their assigned section conforms to the goals and mission

flex schedule with normal work hours of 1200 to 2000 hours.

REQUIREMENTS: Minimum qualifications: Act 120 Municipal Officer
certification Minimum of four (4) years of law
enforcement experience and one (2) year of progressively responsible
supervisory, leadership, and management experience. Preferred
qualifications: Bachelor’s degree in a related field from an accredited institution. Professional training such as POSIT,
POLEX, FBI-LEEDA or similar program. Alternately, the successful candidate may possess any equivalent combination of
experience and training, which provides the knowledge, skills and abilities
required to perform the essential job functions. This includes, but is not
limited to, the following: Knowledge of federal, state and local
laws and post-secondary education regulations pertaining to crime and safety. Ability to work with various computer
systems and applications. Strong leadership skills. Capability of maintaining
confidentiality at all times. Strong organizational and supervisory
skills. Strong interpersonal/communication
skills. Demonstrated collaborative style of
leadership and decision-making. Experience with special event planning Experience with working in a union
environment In this capacity, the DUPD Operations
Section Lieutenant will assist the Captain and acts as a Commanding Officer in
the Captain’s absence. Specifically, the Operations Lieutenant ensures
appropriate and sufficient deployment of officers; responds to calls on campus;
patrols campus; reviews and ensures complete and accurate follow-up
investigations; and keeps the Captain informed of issues of concern within
his/her command. In addition, the Operations Lieutenant
performs administrative functions such as review and approval of police reports
in ARMS, response to incidents of a serious nature such as officer involved
shootings, use of force incidents, arrest of a student, faculty, or staff
member; serves as the liaison to the City of Pittsburgh Bureau of Police. The Operations Lieutenant will
supervise, mentor, and coach the Sergeants, Corporals, OICs, and Officers under
their command. The DUPD Operations Lieutenant will
ensure appropriate and timely training of subordinates; the inspection of
personnel, equipment and DUPD facilities to ensure compliance with DUPD
policies and procedures; conduct interviews of sworn and civilian personnel;
attend campus meetings to promote DUPD’s goals and missions and campus
community safety programs. In addition, the Patrol Lieutenant
will serve as the Duty Officer (off-hours) on a rotating schedule. The Patrol
