RESPONSIBILITIES:
Performs complex professional, administrative, and supervisory work as the Classification and Compensation HR Manager of the Human Resources Department.
An employee in this position is responsible for managing all aspects of the County Classification and Compensation area. Work includes supervision of staff and management of classification, compensation and position management. Work is measured according to broad objectives and is reviewed through ongoing dialogue and status updates. Work is performed under the general supervision of the Chief Human Resources Officer/Chief Employment Counsel or his/her designee and may include directly supervising staff in the functional area of assignment.
TYPICAL TASKS:
- Establishes and administers the preparation, revision and maintenance of the County’s classification and compensation plans. Develops salary surveys; analyzes and recommends internal salary relationships between classifications and ranges. Oversees the approval of all personnel actions resulting in a change of pay.
- Provides direction with major classification maintenance projects leading to assignment of positions to existing classifications and the creation of new or revision of existing classification specifications. Conducts and/or reviews findings of job audits. Reviews and recommends approval/denial of staff requests for job evaluations. Oversees the creation and approval of new or revised job descriptions. Determines FLSA exemption status for new or revised positions.
- Interprets classification actions, pay administration policies, survey techniques and salary recommendations for employees, including department directors. Monitors and interprets changes in laws and regulations affecting compensation; implements policy and procedural changes.
- Participates and/or assists in the review and revision of personnel rules and procedures which impact classification and compensation functions. Interprets personnel policies and procedures. Confers with and advises departmental Directors and officials concerning reorganization plans and other classification and compensation issues.
- Plans, assigns and manages the work of staff engaged in a variety of complex classification and compensation activities including job analysis, continuous audits, job description development and market salary analysis; confers on complex work problems.
- Develops ad hoc reports and executive summaries. Performs or directs other reporting as required.
- Maintains current knowledge of all federal, state, and local statutes and regulations related to classification/compensation administration.
- Conducts research, creates surveys and prepares reports of findings, and recommendations for improvements in practices and procedures as applicable.
- Submits input on new and/or revised employment practices and procedures.
- Formulates and implements practices, rules, techniques, and procedures to improve organizational efficiency; assists in establishing policies.
- Initiates and completes special projects, programs or reports as directed.
- Performs related duties as required
KNOWLEDGES, SKILLS AND ABILITIES:
- Thorough knowledge of the human resources function and its impact on the organization.
- Thorough knowledge of methods and techniques for developing human resources programs, including staff development; recruitment; classification; compensation; HRMS; employee benefits, and employee relations.
- Knowledge of current office practices and procedures.
- Supervisory skills including work planning, assigning, and reviewing the work of subordinate staff.
- Skill in operating office equipment, including computer, calculator, copier, FAX, etc.

EDUCATION AND EXPERIENCE:
- Requires a Bachelor’s Degree in Human Resources, Public Administration, Business Administration or related field.
- Four (4) years of progressively responsible experience of which two (2) in a supervisory position.
- Four years of Human Resources or related experience, or an equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.
PREFERRED SKILLS AND ABILITIES:
Three (3) years of experience with SAP HR ERP position and organizational management.
Two (2) years of experience with the use of strategic metrics to measure strategy;
Two (2) years of experience with data interrogation, interpretation and presentation with a high level of accuracy; and
Three (3) years of demonstrated ability to manage a comprehensive classification and compensation program.
Experience in establishing and maintaining substantial equivalence with the NC Office of Human Resources.
