GENERAL DESCRIPTION:
The purpose of this job is to maintain the information technology infrastructure for the assigned Department by implementing and maintaining technology needs and researching and implementing technological strategic solutions.
This position works under general supervision, independently developing work methods and sequences.
DUTIES AND RESPONSIBILITIES:
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Develops and manages all aspects of technology projects (i.e. define project scope, goals and deliverables, delegate staff and resources).
- Makes recommendations for improvements in the use of technology that have potential for improvements in productivity, cost savings and services surrounding IT within the department.
- Defines project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders.
- Generates strategic development and program management of hardware, applications, and asset management.
- Develops technology business solutions that drive automation in business processes, enable efficient data management and improve the delivery of services.
- Collaborates with other managers, vendors and technical staff, including senior architects, to design and estimate system implementation timelines and costs.
- Manages IT vendor relationships, contracts, and performance for Public Health, ensuring effective service delivery, compliance with County standards, and alignment with strategic objectives.
- Collaborates with County IS&T on projects and initiatives as needed.
- Provides oversight on department-specific applications, including the departmental electronic health record (Epic).
- Prepares the annual IT budget for Durham County's Public Health Department, providing detailed input and recommendations to ensure alignment with departmental goals and resource needs.
- Performs related work as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Comprehensive knowledge of network design, implementation, management, and troubleshooting.
- Comprehensive knowledge of telecommunication options related to network design, installation, and operations. Thorough knowledge of management principles and practices.
- Comprehensive understanding of various operating systems, including Windows, macOS, and Linux.
- Ability to analyze problems, identify solutions, and implement them efficiently.
- Ability to evaluate and manage network upgrades and changes.
- Ability to work independently or as a team member to identify requirements, find and evaluate alternatives, present solutions, make recommendations and follow projects through to completion.
- Ability to take initiative and use creative and innovative thinking to find solutions to business problems.
- Ability to serve as a team leader, providing coordination and leadership to other team members.
- Ability to establish and maintain effective working relationships with users, peers and department officials.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Requires a Bachelor’s Degree in Information Technology, Computer Science, Information Management or closely related field supplemented by four (4) years of responsible experience in information technology, business applications, preferably in the public sector; or an equivalent combination of education, training, and experience that provides the required knowledge, skills and abilities.
PHYSICAL DEMANDS:
Performs sedentary work that involves walking or standing some of the time and involves exerting up to 20 pounds of force on a regular and recurring basis or sustained keyboard operations.
