RESPONSIBILITIES :

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Participate in the preliminary planning of audits and preparation of audit programs.
  • Assist external auditors with the preparation of reconciliations and schedules of Federal and State Awards.
  • Research the program / department under audit to obtain all related Federal, State, or Local regulations.
  • Completes test steps to evaluate if regulations are abided by and internal procedures are followed.
  • Conducts audits to assess the effectiveness and efficiency of operations and programs.
  • Evaluating compliance with laws, regulations, and contractual agreements.
  • Analyzes data to identify areas of risk or non-compliance.
  • Develop detailed reports on audit findings and make recommendations to improve operations.
  • Conducts follow-up audits to monitor the implementation of recommended actions.
  • Collaborate with management to develop action plans and monitor progress.
  • Assist in the development of annual audit plans.
  • Ensures the confidentiality and security of data and information collected during the audit process.
  • Keeps abreast of the latest industry trends, regulations, and best practices in performance auditing.
  • Conducts performance audits in accordance with accepted professional standards.
  • Reviews and evaluates the soundness, effectiveness, and potential risks of controls.
  • Collects and analyzes data to detect deficient controls, duplicated effort, and fraud.
  • Prepare detailed reports on audit findings and make recommendations to improve individual or organizational performance.
  • Identifies opportunities for process and procedure improvements and assists in the development of corrective action plans.
  • Performs related work as assigned.

  • Detail-oriented mindset for meticulous review of records, systems, and operations.
  • Problem-solving skills to identify issues in operational processes and propose viable solutions.
  • Strong interpersonal skills to build professional relationships, work effectively with audit team members and liaise with auditees.
  • Understanding of risk management principles to anticipate potential challenges and make informed decisions.
  • A high level of integrity and professionalism to ensure confidential and sensitive information is handled appropriately.
  • Ability to become familiar with audit software and other relevant technology to enhance the efficiency and accuracy of audit processes.
  • Knowledge of various software programs used during audits.
  • Ability to accurately interpret and apply knowledge of laws, regulations, procedures, generally accepted accounting / auditing principles, technical and professional standards.
  • Ability to prepare work plans, apply sampling techniques, and to audit various complex financial systems and / or programs.
  • MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS :

  • Bachelor’s degree in accounting, finance, business administration, public administration or a related field is required.
  • PHYSICAL DEMANDS :

    Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
  • UNAVOIDABLE HAZARDS (WORK ENVIRONMENT) :

    Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

  • SPECIAL CERTIFICATIONS AND LICENSES REQUIREMENTS :

  • Certified Internal Auditor (CIA), Certified Public Accountant (CPA), or Certified Management Accountant (CMA) is desirable.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.
  • STANDARD CLAUSES :

    May be required to work nights, weekends, holidays, and emergencies (man-made or natural) to meet the business needs of Durham County.
