GENERAL DESCRIPTION:


This is advanced level nursing supervision in local Health Departments which have a variety and/or complexity of programs and employ nursing services personnel on varying levels. Employees may be responsible for a major division or program of the Public Health agency or be responsible for the overall nursing program in a small agency. A variety of disciplines may be involved in the programs supervised; however, it is anticipated that nursing functions will be a strong component of the programs. Employees at this level spend a significant amount of time in administrative and supervisory responsibilities and coordinating services with other health professionals and community groups and organizations. Position serves as the Program Manager for the Women's Health (WH) Program including Maternal Health, Family Planning, Breast and Cervical Cancer Control, and Care Management for High Risk Pregnancy. This position answers directly to the Division Director.


DUTIES AND RESPONSIBILITIES:


The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Directly supervises five staff and indirectly supervises all others in program.
  • Assures professional competence in staff by adhering to all program and practice guidelines as well as making available trainings and other opportunities for growth.
  • Has oversight of budgets in four cost centers. Develops policies in all WH areas, working closely with the Medical Director.
  • Liaises with staff from Duke University Health System to assure that contracted services are provided in clinics as spcified in provider agreement.
  • Provides written reports of program status.
  • Engages in frequent informal discussions regarding occurrences within the programs to provide the Director of Nursing with the opportunity to monitor the status.
  • Performs related tasks as required.


KNOWLEDGE, SKILLS AND ABILITIES:


  • Thorough knowledge and skill in the administration and organization of Public Health programs.
  • Thorough knowledge of public health nursing and supervision of staff and programs.
  • Must possess a thorough knowledge of and skill in the application of nursing through practices, principles and techniques employed in the field of public health in general and in Women's Health and reproductive health in particular.
  • A thorough knowledge of community resources and organizations.
  • The ability to plan, coordinate and supervise the work of others.
  • The ability to exercise good judgment in dealing with day-to-day activities and with potentially volatile situations.
  • The ability to secure the cooperation of others.
  • The ability to maintain an effective working relationship with others and to foster good working relationships among staff member.
  • The ability to accurately record and interpret reports.
  • The ability to be flexible and receptive to change in dealing with staff needs, agency needs, changing patient populations, changing program requirements and other community agencies.
  • The ability to write clearly, accurately, and concisely and to edit the work of others for spelling, grammar, and style.
  • The ability to use a computer for word processing, data entry and retrieval, and budget management.
  • Knowledge of presentation software (e.g., PowerPoint) is also helpful, though not required.
  • This job requires long periods spent in inspection of changing regulations, reports, budget sheets, etc.
  • Attention to detail is required in preparation of the budget and program statistics and reports.
  • Ability to plan and execute work effectively and to deal tactfully with the public health and other health professionals.
  • The ability to work with considerable independence.


MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:


Requires a Master's in Nursing and three years of Public Health nursing experience (including one year of experience in a supervisory capacity); or graduation from a four-year college or university with a B.S. in Nursing which includes a Public Health Nursing rotation and four years of Public Health nursing experience (including one year of experience in a supervisory capacity); or a Master's in Public Health and graduation from a school of professional nursing and three years of Public Health Nursing experience (including one year of experience in a supervisory capacity); or graduation from a school of professional nursing and five years of professional nursing experience four of which must have been in Public Health (including one year of experience in a supervisory capacity); or an equivalent combination of training and experience.


SPECIAL REQUIREMENTS:


  • A current license to practice as a Registered Nurse in North Carolina by the NC Board of Nursing.


To further the mission of the Durham County Department of Public Health (DCoDPH) to partner with our community to advance health equity, protect the environment, and promote health and wellness for all, DCoDPH is implementing the employee vaccination and tuberculosis screening policies. All DCoDPH employees are considered healthcare personnel (HCP) working in a health care setting with the potential for exposure to patients and/or infectious materials and, therefore, are required to comply and provide documented proof of the following:

  • Measles, Mumps & Rubella (MMR) vaccination/immunity
  • Varicella-Zoster Virus (Chicken Pox) vaccination/immunity
  • Tdap (Tetanus, Diphtheria, Pertussis)
  • Tuberculosis (TB) baseline screening within the last twelve (12) months prior to employment
  • Hepatitis B vaccination/immunity – only required for DCoDPH employees with potential Bloodborne Pathogen (BBP) exposures.


Identified DCoDPH HCP with potential Bloodborne Pathogen (BBP) exposure have an additional requirement for the Hepatitis B vaccination. Required vaccination, serological testing to determine immunity, and baseline tuberculosis screening are available for all Public Health employees who elect to become DCoDPH patients upon request and at no cost.

Proof of vaccination and tuberculosis screening must be provided to Human Resources within seven (7) business days prior to the date of employment.
